This includes the planning, development, procurement, implementation and evaluation of a large, complex client-wide project. The selected individual will oversee the supervision and or direction of State/contractor employees and provide direction to large diverse project team with focus on product delivery.S/he must act as a liaison between the Idaho Transportation Department and any service delivery 3rd party vendors. S/he must ensure that all project engagement rules are adhered to and that quality project deliverables are delivered on time and within budget. The selected resource will facilitate the operational efficiency of the business processes within the Department, ensuring adoption of newly designed processes and use of enhanced information technology tools. Anticipated hours per week will be 20 hours per week. Hours may increase by no more than 20%. The selected candidate will: • Be responsible for Project Management for the implementation of a new Linear Referencing System(LRS) software system • Ensure existing business functionality and external system integrations with current system continue to function with new system • Work with other Project Managers to complete project objectives • Consult with GIS and ETS management and stakeholders to define project requirements including: project scope, budget, resources and system requirements • Manage day-to-day operations of the project including task and resource assignment and execution • Be responsible for the identification of project scope, goals, work plans, timelines, implementation strategies, production turnover documentation, risk assessments, communication, and change management plans • Ensure conformity to client IT enterprise standards, client GIS enterprise standards and security requirements • Assess vendor contracts and serve as the liaison between client business sections and 3rd party vendors • Oversee the project related management of contractors and ensures that all rules of engagements are identified and adhered to by the contractor • Conduct studies or surveys on need or problem to obtain data required for solution • Provide documentation according to agency standards Required Skills: The candidate must have strong experience planning and implementing projects, including but not limited to multiple projects at once. The candidate must: 1. Have experience or knowledge of IT system integration. 2. Be skilled in creation of measurement processes/methods for assessing progress toward goals and project outcomes. 3. Be goal oriented and able to lead project sponsor, teams and partners to deliver all project goals and objectives on-time and on-budget. 4. Have strong conceptual and planning skills, as well as significant experience planning, developing, implementing, and evaluating complex enterprise projects. 5. Be able to supervise contractors and provide direction to a large and diverse project teams. 6. Possess excellent communication skills with the ability to effectively respond to customers, sponsors, management, programmers, vendors and partners. 7. Be adept at conforming to shifting priorities, demands and timelines by applying strong analytical and problem-solving capabilities. 8. Be recognized as an expert in the area of Agile project management; will apply a high degree of knowledge, principles, and practices to all projects managed. 9. Have excellent business organizational skills and highly experienced at negotiating for project resources. 10.
