Description :

The North Dakota Department of Transportation, Civil Rights Division, is soliciting proposals for the
supportive services of a qualified supportive services contractor to provide technical assistance to
Disadvantaged Business Enterprises (DBEs). Supportive services are those activities and services
that are designed to increase the total number of DBEs active in highway construction contracting,
highway construction management and administration, and other Department transportation-related
programs, and to contribute to the growth and eventual self-sufficiency of DBEs, so that they may
achieve proficiency in competing for transportation-related contracts and subcontracts.
B. Definitions
DBE – Disadvantaged Business Enterprise
CRD – Civil Rights Division
A better understanding of the DBE Program can be gained by navigating to the Electronic Code of
Federal Regulations (http://www.ecfr.gov) and selecting 49 CFR Subpart 26 from the drop down lists.
C. State-Furnished Property/Services
The NDDOT will work extensively with the awarded contractor through all phases of the contract.
Offerors should describe in their proposals the level of NDDOT participation they expect will be
required.
D. Contractor-Furnished Property
The awarded contractor will provide all equipment and materials necessary to accomplish the
deliverables.
Offerors should describe in their proposals what they will furnish to accomplish the deliverables.
E. Description of Specific, Results-Oriented Tasks
1. Assist in Administration of DBE Training Reimbursement Program:
Understand parameters and requirements of reimbursement program to inform DBEs
inquiring about it. Preliminary review of reimbursement forms prior to submission to Civil
Rights DBE Program Administrator for final approval/processing. Assist DBEs seeking
training or business development that may benefit their firm.
2. Business Development Program:
Create two online course offerings annually for DBEs that will increase their knowledge and
understanding of NDDOT project requirements and the DBE program. Work with Civil Rights
DBE Program Administrator to create training based on needs at that time or requested by
DBEs. Keep records of DBEs that complete training and provide evaluations when
applicable.
Work with CRD DBE staff to create and provide a North Dakota DBE Summit training
session. Bring in professionals to help firms with business development and remove potential
barriers working on highway construction programs. The Summit will likely take place in the
early spring or late fall when firms are more readily available to attend. The agenda and list of
attendees must be provided with the quarterly and final report.

Create publication for distribution to certified DBE firms monthly. Newsletter should include
articles focused on the benefit of DBEs, training resources, Contractor Ads (provided by
CRD) and other items as needed. Provide Civil Rights DBE Program Administrator copy for
review prior to publication. CRD will publish newsletter once approved.
4. Support DBEs Participating in Training:
Provide analysis for each training session offered to DBEs. Provide report at end of contract
detailing overall results from all training sessions offered.
5. DBE Program Orientation:
Significant work has gone into developing materials and resources for newly certified DBEs.
