STATE intends to award contracts to four or less vendors that have the ability to provide qualified program manager services, as determined by the purchasing agency. No work assignment is guaranteed by the STATE as a result of this solicitation or contract award. This is the first of five solicitations the Department intends to issue for services related to comprehensively reforming and innovating North Dakotas insurance laws. This first RFP is to acquire the services of qualified Program Managers that will assist the STATE with procuring other vendors who will conduct detailed analyses of property and casualty laws in the state of North Dakota. The goal is to make North Dakota a global leader in insurance, attractive to both traditional and innovative insurance entities, while ensuring consumer protection and affordability. 3.2 REQUIREMENTS A. DELIVERABLES The contractor will be required to provide the following to achieve the objective of this project: 1. Draft RFPs with the assistance of the STATE, and participate in the evaluation of the RFP responses to in turn choose the most qualified vendors achieve STATEs goals; 2. Manage, oversee, and ensure that all the work to be carried out by the four RFP vendors fulfills the comprehensive reform initiative, guaranteeing that every facet of the project is in strict alignment with the established objectives, within the set timelines, and does not exceed the allocated budget; 3. Recognize the complexity of the insurance reform project, as the objective aims to leverage the knowledge and skills of external experts in fields such as legal, regulatory, and technical areas; 4. Identify the vendors systematic approach for identifying, engaging, and collaborating with external experts across various disciplines. This framework will detail the processes for selection, contracting, and integrating external expertise into the project, ensuring that the project benefits from specialized knowledge and insights; 5. Develop the strategy to execute all four projects and deliveries of the final reports to North Dakota legislative counsel; 6. Facilitate a comprehensive stakeholder engagement plan for continuous feedback and collaboration with industry, consumers, and regulatory bodies; 7. Monitor and manage costs of the project and subsequent studies; 8. Manage project schedules to ensure timely completion; 9. Monitor and manage project quality; 10. Conduct research and write study reports and progress reports, at intervals deemed necessary by the STATE; 11. Analyze the economic, regulatory, and market impact of the proposed regulatory changes; 12. Participate in negotiating contracts with other vendors; 13. Ensure project management activities contribute to and achieve strategic and organization objectives deemed necessary by the STATE; 14. Provide all the property and supplies to complete the services required under this Contract (the STATE will not provide any property, workspace or supplies); 15. Assist with any legislation necessary to implement the recommendation made to the legislative assembly based on the results of the four studies that are the subject of this RFP; 16. Provide the contract deliverables and services within a reasonable time as requested by the STATE. B.
