As part of the Coronavirus Aid, Relief, and Economic Security Act or CARES Act of 2020, the North Dakota Department of Health (NDDoH) was the recipient of grant funding under Project C2: Data Modernization of CK19-1904, or Data Modernization – COVID. The intent of this program is to accelerate the implementation of data modernization efforts across numerous public health information systems. Data modernization efforts include but are not limited to core data modernization infrastructure; adaptation and alignment with ND Enterprise Solutions, when applicable; implementation of electronic case reporting (eCR); and modernization of National Vital Statistics System. The data modernization initiative is broken into three tiers. Each of the various projects, has been aligned with one of the following three tiers. Most of our projects align under Tier 1 – core infrastructure, Tiers 2 and 3 have a specific defined scope. • Tier 1 – Core Data Modernization Infrastructure • Tier 2 – Electronic Case Reporting (eCR) Scale Up • Tier 2 – National Vital Statistics System (NVSS) Modernization Business Need Business needs focus on both business and technology modernization; process improvement; mobility; aging technology as well as enhancing public health workforce capacity to accelerate data and health information system modernization. The primary objectives across the three tiers are: • Strengthen data reporting, management, and analytics across public health • Conduct proper surveillance – for all current and future public health threats • Support the public health workforce in pursuing innovation and building state-of-the-art data science skills • Deliver guidance that the citizens of North Dakota can trust Solution Statement The projects/solutions incorporated in this program focus on business and technology modernization, process improvement, mobility and address the issues of aging technology; along with utilizing data-based information to make more timely decisions. SCOPE OF WORK: Work involves serving as a liaison between business users and information technology to elicit, analyze, communicate, and validate requirements for new or changed business processes, policies, and information systems. JOB DESCRIPTION:A successful BA candidate will have demonstrated skills with IT projects, including: 1. Collaborate with users to elicit, identify, define, prioritize, and document business requirements, opportunities, and/or problems for new development projects and business process redesign. 2. Identify, manage, monitor, and respond to requirement gaps, conflicts, and risks. 3. Translate business requirements into functional requirements for an RFP; manage specification changes. 4. Identify and assess solution options regarding technical feasibility, cost/benefit analysis, business risks, and success measures 5. Manage customer and vendor relationships; serve as liaison between information technology, users, and vendors. 6. Present and communicate technical and business concepts to technical and non-technical audiences. 7.
