If the offeror is successful, the offeror agrees that it shall comply with all requirements throughout the full term of the Contract In addition, the offeror Response must include any specific references and/or supportive materials described by the Offeror. The STATE reserves the right to determine whether the supportive materials submitted by the Offeror demonstrates whether the Offeror will be able to comply with the requirements The offeror must provide forecasts of the states tax base series and energy forecasts 4 (four) times a biennium as outlined in 3.1, B, Contract Schedule. Tax base forecasts must be provided by the offeror for the following sectors and subsectors. • Taxable sales and purchases by 4-digit NAICS, except: o Liquor sales, at 6-digit NAICS o Mobile home sales, at 6-digit NAICS o New farm machinery sales, at 6-digit NAICS • Wholesale liquor and beer o Beer, bottles/cans o Beer, kegs o Spirits o Champagne o Wine, <17% o Wine, >17% o Alcohol • Personal and corporate income o Total personal income o Farm o Non-farm o Corporate income • Other series o Oil price based on West Texas Intermediate o Motor vehicle sales Offeror Response: State forecast tables must be produced for the major economic indicators, at a minimum to include: • Gross State Product (GSP), • employment data, • labor force data, • personal income, • wages and salaries, and • population. They must be projected by the offerors model each month with comparative tables for the U.S. and the region. All forecast and historical tables must be made available in electronic format. Offeror Response: For each forecast, the Offeror must provide a Forecast Report that summarizes the: • Forecast assumptions, • tax base forecast, • energy forecast, • major economic indicators, and • crop and livestock price and production forecasts. Offeror Response: As part of the services to the STATE, the STATE must have a subscription for at least 5 (five) users, to all pertinent data, analysis, forecasts (i.e. U.S. economic forecast hard copy or online publication). At no cost to the STATE, provide a sample of your U.S., regional, or State (preferably all three) economic publications or data available through a subscription service. Describe the frequency of your publications. Offeror Response: The offeror must perform stress tests on the tax base and energy forecasts, based on various economic scenarios determined by the STATE each time the Offeror prepares a forecast. Offeror Response: As part of the services to the STATE the Offeror shall provide economic reports of all Metro Statistical Areas (MSA). Currently the MSAs are Bismarck, Fargo-Moorhead, and Grand Forks, ND. At a minimum, the STATE must receive MSA reports twice per year. Respond to whether you can supply MSA reports, in what format, and how often. Offeror Response: The State of North Dakota is made up of two very different and distinct regions, East and West. The STATE would like to be able to identify these distinct differences in the tax base forecast. Offeror identify if your firm has the capability to do this and explain how.
