Determine what remaining documentation/definition is needed – includes identifying gap between what is fully defined and what is needed for the RFP. Compile existing content for posting draft RFP – Includes compiling all content sufficient for posting of a draft RFP; Working with IOT and IDOA on RFP processes. Complete business requirements for internal facing processes not addressed through prior planning project work – Includes compiling remaining documentation needed to define need for comprehensive system for the final RFP version. Compile additional content needed per IDOA and IOT. – Includes ensuring final RFP is complete. Compile content for final RFP posting – includes ensuring RFP process is followed per IOT/IDOA in a timely manner and that RFP meets the clients needs. RFP Management: Manage project through RFP process including all stages of RFP – includes stakeholder communication, risk management, scope management. Conduct and manage questions, interviews, demos, evaluations, and selection. Assist in the creation of contract for new platform. Program/Project Management: Schedule Management – Ensure that project schedule is created and maintained. Communication Management – Ensure that an effective communication plan is in place and followed. Stakeholder Management – Ensure that all stakeholders are properly identified, categorized, and managed. Risk Management – Ensure risks are identified, categorized, and managed. Program Management – Management of multiple projects and/or project teams. Strategic Planning - Assist Sponsor and executive team in strategic planning for the EIS project. Skillset Requested: Programming Language/Development Tools MS Project (Expert) – 5+ years MS Visio (Expert) – 5+ years Database Systems/Database Tools: Relational Databases (Advanced) – 3+ years Thorough understanding of relational database concepts and designs Enterprise Data Management Systems (Advanced) – 3+ years Thorough understanding of modernized enterprise data management systems features and capabilities.
