02Scope of Work

The successful offeror will assist STATE in designing a formal RFP solicitation for its Medicaid Expansion managed care product. STATE anticipates issuing the RFP in the latter half of 2020 in order to have a new MCO contract(s) in place before January 1, 2022.

STATE expects substantial changes to the new MCO contract(s), including greater accountability, standardization, and outcomes-driven results. Therefore, the RFP must reflect revised expectations. STATE would also like to have its MCO contract(s) be more reflective of best practices in Medicaid managed care contracts that other states have implemented.

The successful offeror will develop a draft of the RFP, using STATEs template, and share it with STATE staff for feedback and revisions. The successful offeror will revise the draft RFP based on STATE feedback and submit revised drafts back to STATE until a final RFP is approved by STATE. The successful offeror will develop scoring guidelines for the RFP and develop the process and questions for onsite interviews with MCO applicants.

The successful offeror will assist STATE in developing/finalizing the MCO contract that will be included in the RFP.The successful offeror will provide guidance and suggestions for revamping the current contract provisions into a contract template that includes greater accountability, standardization, and outcomes-driven results.

Other items for consideration:
• The successful offeror must be able to integrate all relevant aspects of the Managed Care Final Rule into development of the RFP, including the 2018 final rule upon its release.
• The successful offeror should suggest ways to bring added value, focusing on cost and quality, for STATE into the RFP and new MCO contract(s).
• The successful offeror should suggest ways to create a larger focus on MCO care management for the Medicaid Expansion population, including how to reduce potentially avoidable complications by providing enhanced care management for target groups, such as those with high risk.
• The successful offeror should suggest ways to build into the RFP and MCO contract(s) penalties for not meeting outcomes and milestones.
• The successful offeror should suggest ways for STATE to better oversee the MCO(s) fraud/waste/abuse, provider adequacy, and medical utilization policies and practices.
• The successful offeror should suggest ways for STATE to integrate social determinants of health interventions into the RFP and MCO contract(s).
• The successful offeror should suggest ways for STATE to use its MCO(s) to advance state goals, especially relating to behavioral health.
• The successful offeror will be asked to make suggestions on changes to the awarded MCO contract(s).

2.03Location of Work

STATE will not provide workspace for the successful offeror.

The successful offeror shall provide office space, supplies, telecommunication equipment, computer, and any necessary software or other supplies to carry out the scope of work.



2.04 Prior Experience

Successful offeror must have a minimum of five consecutive years of experience in: Medicaid managed care; consultation with states on Medicaid managed care; and interpretation of CMS rules. Successful offeror shall have experience writing or assisting with the writing of Medicaid managed care RFPs and contracts. Successful offeror shall have experience in assisting states where this is more than one MCO contract. Include information for any subcontractors or suppliers.
