The selected vendor will implement the system(s) to allow for training and materials development for use in the 2026 election cycle. Onboarding of the new election system and training of end-users must start no later than January 2026. The solution must contain all the necessary software and be available for use in local governments who administer elections in North Dakota. Multiple modules will be considered for solutions to meet the above goal; however, STATE is seeking one vendor that can serve all aspects of the requested outcomes. Note: Include information that is relevant to offeror to understand solution for sizing needs. This solution will be used by various user groups, including citizens of the state of North Dakota, candidates, officeholders, county users, and STATE users to view election results, find voting information, including polling locations and sample ballots, file and search campaign finance disclosures, and administer elections. * INFORMATION TECHNOLOGY SOLUTION REQUIREMENTS: The STATE has developed Requirements Matrix – Attachment A – Requirements Matrix to describe the requirements for the proposed solution. See this attachment for a detailed description of the required and desired features and functionality of the IT solution. The IT solution must be implemented with a minimum of all requirements rated with a priority of Core and Essential. The Information Technology Solution contains three (3) tabs within the Requirements Matrix. • General Requirements (3.2) • Enterprise Architect Specs (3.2.1) • Requirements – ((Technical (3.2.2) and Functional (3.2.3)). If the Offeror is successful, the Offeror agrees that it shall comply with all requirements throughout the full term of the Contract. Offerors must provide a full response to each requirement without cross referencing other sections of the proposal. Offerors must use the table format and maintain numbering provided by the STATE to respond to each requirement. Attachments, documents, or samples must be clearly referenced where in the response they can be found in the in the applicable item number. In addition, the Offeror Response must include any specific references and/or supportive materials as described in the Offeror Response.
