The candidate must have significant full life-cycle systems development lifecycle (SDLC) experience, project and contract management skills, and experience with direction and oversight of large-scale system implementation projects utilizing a systems integration vendor. Project Description and Status The scope of the Medicaid Eligibility and Enrollment Solution (EES) project includes acquisition, configuration, development and implementation of a modern, commercial-off-the-shelf (COTS) Medicaid eligibility and enrollment system compliant with the Affordable Care Act (ACA), and current Centers for Medicare and Medicaid Services (CMS) information technology standards and conditions. The solution requires a modern application architecture which includes, an easy to use interface for both internal service delivery staff and public users, a high level of automation, and establishes a modern enterprise-class technical foundation that can be leveraged to modernize additional DHHS benefits programs, such as SNAP (formerly known as Food Stamps) and other Economic Assistance programs. EES is the first of multiple phases to modernize system support for the DHHS programs currently supported by a legacy system. The foundational product for the EES solution is the IBM Curam Social Program Management Platform. The EES project is a COTS system implementation. Currently the project is finishing identification and design of system modifications and extensions to fill functional gaps and interfaces. The system targeted for full implementation in the 1st quarter of calendar year 2019. The systems integrator will host the EES solution and provide system maintenance and operations services subsequent to implementation. Position Duties As the lead DHHS IT technical resource on the project under the general direction of the project IT Sponsor and reporting to the DHHS project management team: Provide technical oversight of the systems integration (SI) vendor in all stages of the project. Review in detail all SI vendor deliverables and work products such as requirements specifications, technical design documents, data models and database designs, interface specifications, infrastructure specifications, functional documents and other typical system implementation artifacts as needed. Recommend revisions required based upon contract adherence and/or Agency standards and recommend acceptance as needed. Assure project artifacts provide a comprehensive, integrated and traceable blueprint for system development and subsequent system maintenance and operations processes. Assure required integrations between the EES solution, other DHHS systems and interface partners adhere to State of Nebraska requirements. Assure SI vendor adheres to all technical and non-functional contractual requirements. Actively represents DHHS IT in all project activities, such as requirements validation and elaboration planning, architecture and infrastructure design reviews, design and development reviews, test planning, implementation planning, maintenance and operations planning and other relevant project activities across the systems implementation life-cycle.
