Description:

The Project Manager is responsible for the planning and management of technical projects. The incumbent can direct technical staff and manage the activities of all aspects of the project life cycle. He/she understands complex technical scenarios and requirements and can effectively manage and overcome obstacles to progress and/or suggest alternative strategies and directions. He/she is responsible for planning and execution of IT projects that include any and all phases of the project life cycle while incorporating SDLC practices that are suitable for each project. The Project Manager is accountable for delivering projects on time, within budget, and with high quality. This position focuses on the implementation and delivery of IT infrastructure and operations based projects.

This contract calls for one specific project to be managed, namely a technical assessment of approximately 125 MBTA communications facilities. These facilities range from good condition to poor condition. Known problems include leaks, flooding, overheating, and mold. The assessment team consists of MBTA technical resources representing the stakeholders and is cross-functional (IT, Power, Signals, etc.). Coordinated site visits will be required to gather data to make an assessment, as well as developing concrete recommendations for remediation of identified issues. The period of performance is 8 months. There will be a follow-on project to address the assessment recommendations, presenting the possibility of an extension to this contract to ensure Project Manager continuity.

Responsibilities
• Facilitate and lead the definition of the project scope, project management/SDLC approach, milestones, tasks, deliverables, and resource requirements.
• Establish a communication strategy in partnership with the IT sponsor, and effectively communicate project related information to team members, IT management, and customers throughout the project life cycle.
• Develop and maintain project plans, status reports, risk and issue logs, and other project related artifacts, to include Assessment and Remediation Recommendation Forms for each site surveyed.
• Identify other planned or in-flight MBTA projects for modifications/improvements to communications facilities which would overlap and/or duplicate the recommendations of this project. Identify responsible parties for these projects and gather data to determine synergy.
• Create and execute strategies for risk mitigation and contingency planning.
• Manage, assess, and negotiate project scope changes.
• Ensure that the assigned project is conducted in compliance with all department standards, policies, and guidelines. Apply appropriate levels of tailoring to meet project-specific needs, while still operating within the standard project management framework.
• Efficiently identify and resolve project issues.
• Motivate and supervise project team members.
• Escalate issues that require management attention.
• Ensure business engagement throughout the project, including project decision making, managing scope/budget changes, business requirements elicitation and prioritization, acceptance testing, training, etc.
• Perform with a strong sense of urgency and ability to meet deadlines.

Skills
• Knowledge and application of industry standard project management principles and methodologies using standard systems development life cycle.
• Strong familiarity with project management software and MS Office.
• Ability to define, manage, and exceed business customer expectations.
• Can operate at the macro level, driving large teams with multiple stakeholders but also has the ability
