The initial version of ECIS will use all the data elements currently available within the information systems of the Department of Early Education and Care (EEC). Over time the system will be expanded to include other essential data elements to meet additional mid and long-term milestones and be linked across the Commonwealths Longitudinal Data System (LDS) and P-20 System. The Commonwealth will leverage ECIS to answer questions about the status of childrens growth, learning, and development, with a focus on children with high needs. The Data Architect for this project will be responsible for designing the ECIS system. Major components of this role include the following: - Develop technical, structural and organizational designs and specifications for ECIS system ­Analyze data needs and requirements of proposed ECIS system ­Analyze IT applications to identify and document complex business and technical requirements to solve customer business needs in a cost effective manner. ­Responsible for reporting status of technical design deliverables and issues to Project Manager. ­Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs. ­Collaborate with developers and subject matter experts to establish the technical vision for the system. ­Analyze EEC legacy applications to understand current data and database structure. ­Data architecture and data management include data analysis and design, master data management, reference data management, database administration and legacy data integration. - Create data dictionaries and conceptual, logical and physical data models. ­Review and evaluate unstructured data and advise developers, and users on how to make this data efficiently available. ­Define and document business processes, information flow from origination to archive, key data elements and system of record and all data architecture artifacts as needed. ­Develops work plans for projects and serves as project lead for software products associated with data. ­Have in depth knowledge of the Software Development Life Cycle (SDLC) and a thorough understanding of various phases including requirements, analysis, design, development and testing. ­Designs databases for recovery, high availability, performance and maintenance and monitors the standards, procedures, integrity and integration of data. 2.Skills Required: ­Proficient in all phases of a test life cycle from test planning, test case creation, to defect tracking and managing the defect life cycle. ­Possess and practice a consistent attention to detail. ­Excellent verbal and written communication skills and the ability to interact professionally with a diverse group, executives, managers, and subject matter experts. ­Strong conceptual, logical and physical data modeling and data architecture experience. ­Strong problem solver with ability to evaluate a challenge and understand solution patterns. ­Ability to work in a team environment with technical and business leadership. ­Overall high degree of professionalism. - Experience with Entity Relationship Diagrams and data modeling tools. 3.Preferred Skills ­Working knowledge of Relational databases and Structured Query Language (SQL). ­Proficient   Call 502-379-4456 Ext 100 for more details.
