Performs daily and monthly analysis of the current Toms/Mainframe billing to assure its integrity. Supports Customer inquiry and Incident tracking and resolution. Performs daily reviews of the billing data for correctness Periodically review the performance of current telecom billing systems and provide and maintain any existing or new written reports on system metrics. Enhance or look for ways to improve the overall telecom billing operational performance to include examination of system operations, telecom business functions, and the system processes within DIT. Analyze business practices utilizing knowledge of DIT and telecom billing operations to develop new processes within Financial Management that will allow DIT to provide billing information to our Customers. Streamline input of billing data. Provide technical support of current billing systems. Ensure that telecom billing data is secure. Ensure that telecom billing system data is part of an approved back-up schedule and recovery systems are in place if a disaster, or major system failure, should occur. Assist in the resolution of customer incidents in all environments. Financial Planning and Tracking Use the billing system (TOMS/TCS) software to verify and validate billing charges from contracted vendors. Assist when needed on monitoring and reporting the fulfillment of terms, conditions, and performance for Billing application vendor contracts utilized by TS. Prepare reports on results for management review. Assist telecom management in defining alternate methods of telecom cost allocation, including the incorporation of vendor volume discounts, time of use periods, and call duration to ensure that clients receive the lowest cost of service. Review reporting, ensuring that telecom billing information is current to all clients and develop methodology to coordinate changes in vendor services with client billing that will eliminate the need to change modify invoices to clients. Assist DIT Management and Customers with analyzing telecom expenditures and revenues. The precise historical statistics will also be utilized to project future trends in developing the annual DIT Business Plan. Knowledge, Skills, and Abilities (Required) and Management Preferences (optional): - Run applications to import and re-format vendor data for Frontier and the new SIP data from AT&T. Understanding of IT services and billing processes. - Customer focused with excellent oral and written communication skills. - Strong team-oriented interpersonal skills with a demonstrated ability to function as a consultant to executive branch agencies and others as needed. - Demonstrated ability to plan, organize, and execute with strong problem-solving skills. - Thorough understanding of Excel with emphasis on formulas, linking cells and workbooks, and importing/exporting data.   Call 502-379-4456 Ext 100 for more details.
