Description :

DHHS is seeking an experienced technical leader and architect to work as a key part of the DHHS project management team to provide technical oversight of a vendor implementing a large-scale, complex Data Management & Analytics (DMA) solution in support of the State Medicaid program. The position will also be part of the DHHS Enterprise Architecture (EA) team and will contribute to the ongoing development of the Departments information architecture and data governance processes.

Project Description
The DMA will be the central analytical solution in support of the Nebraska Medicaid enterprise. The DMA will receive data from all modular solutions and existing systems to provide the holistic solution to support program integrity analytics and case tracking, quality measures and health outcome reporting for Managed Care Organizations (MCO), program analytics and reporting, and required Federal reporting and data exchange.

The scope includes:
• Medicaid enterprise data warehouse
o Medicaid administrative reporting (MAR)
o Decision support system (DSS)
o Ad-hoc queries and reporting
o Federal reporting (CMS 64, 37, etc.)
o MCO quality (including performance measures) reporting
o MCO encounter data processing including various MCO data (e.g. claims, authorizations, etc.)
• Program integrity
o SURS
o Fraud and Abuse Detection System (FADS)
o Case management

DHHS has procured a systems integration (SI) vendor to design, configure, implement, host and operate the DMA solution. The procurement is complete and design, development and implementation (DDI) will be initiated in early 2018. Position Duties
As the lead DHHS IT technical resource on the project under the general direction of the project IT Sponsor and Lead EA Architect and reporting to the DHHS project management team:
• Provide technical oversight of the DMA vendor in all stages of the project.
• Review in detail all DMA vendor deliverables and work products such as requirements specifications, technical design documents, data models and database designs, interface specifications, infrastructure specifications, functional documents and other typical solution implementation artifacts as needed. Recommend revisions required based upon contract adherence and/or Agency standards and recommend acceptance as needed.
• Assure project artifacts provide a comprehensive, integrated and traceable blueprint for solution development and subsequent solution maintenance and operations processes.
• Assure required integrations between the DMA solution, other DHHS systems and interface partners adhere to State of Nebraska requirements.
• Assure DMA vendor adheres to all technical and non-functional contractual requirements.
• Actively represents DHHS IT in all DMA project activities, such as requirements validation and elaboration planning, architecture and infrastructure design reviews, design and development reviews, test planning, implementation planning, maintenance and operations planning and other relevant project activities across the systems implementation life-cycle.
• As part of the DHHS Enterprise Architecture team:
o Assure the DMA solution complies with DHHS enterprise architecture standards and guidance.
o Assist with development of the DHHS information architecture, data management solutions and data governance processes.
• Guide the development of service level agreements (SLAs) between DHHS and the DMA vendor in advance of the maintenance and operations phase. Assure the DMA vendor adheres to contract requirements for delivery o
