1.1 PURPOSE AND BACKGROUND
Purpose

The Washington State Office of Financial Management (OFM or Agency), Information Services Division (ISD), is seeking an experienced IT Security Consultant to help ensure that its Enterprise Payment Services (EPS) project implements as secure a solution as possible for the states new Vendor Portal service. The consultant is expected to deliver practical feedback and recommendations to Agency to help us meet this goal.

Background

The Vendor Portal is a new service that will allow organizations and individuals, who receive payments from the state of Washington, to register their business, manage their business information, manage users, and view their payment information and activity log via the internet. The Vendor Portal will include self-service features that are offered to established vendors as well as new vendors. The service will be available through the Public Internet and therefore represents an expanded risk to the Agency computing environment. The system will collect and manage data that is considered confidential and protected by State and Federal Law.

The new web application will:
• Improve the efficiency of Vendor Database maintenance by allowing Vendors to manage their own information.
• Eliminate some agency vendor management processes. This has the potential to greatly reduce manual processes for managing Vendor information (e.g. registration and maintenance).
• Reduce the time to establish a new vendor record in the vendor database for a vendor who utilizes the self-service option of the portal, providing an improved customer service to the statewide vendor community and state agencies.
• Facilitate a vendor receiving payments, as vendor records will be set up and available for agencies to use for making payments timelier.
• Assist agencies to comply with IRS regulations related to withholding by centralizing the calculation and application of withholding to payments.

System Security Requirements

Security for the Vendor Portal application will adhere to the Washington State Information Services Board Information Technology Security Standards (ISB) for Securing Information Technology Assets.



1.2 OBJECTIVE AND STATEMENT OF WORK
Objective

The objective of this engagement is to ensure that the EPS Vendor Portal service protects vendor data from inappropriate disclosure or modification and operates in a secure fashion for its entire lifecycle and that is free from known coding mistakes, design weakness, operational weaknesses, and system vulnerabilities. And to insure the EPS Vendor Portal meets the OFM ISD, or successor, Policy for Application Security that states in part:
Agency shall develop and maintain applications in a manner to ensure:
• Access to applications is allowed only by authorized individuals.
• Integrity and privacy of application data is maintained.
• Misuse or loss of application assets is prevented.
• Agency developed applications are hardened against known threats

The Contractor shall perform the following activities:

Phase 1 Tasks – Evaluate Current Project:
1. Review Vendor Portal System Requirements Specifications and Use Cases. The purpose of this review is to provide the Contractor with specific information and understanding about the Vendor Portal system.
2. Review Vendor Portal Threat Model and planned mitigation approaches to known threats to ensure it is complete and comprehensive. Review planned approaches to verify that mitigations are effective.
