The person filling this position will report to the Bureau Chief of Application Development and Support in the Information Technology Services Division. ITSD is resposible for designing, developing and delivering the systems and software necessary to support the Division of Welfares business objectives. Welfare is responsible for administering the SNAP (Food Stamps), Medicaid, AABD Cash, TAFI (cash assistance), and Child Care programs for the State of Idaho. A number of automated systems support eligibility determination and case management activites for these programs. * System Test Management covers a wide spectrum of responsibilities. The person filling this role will lead the overall software and system testing efforts for system development across all levels of testing; unit, system, integration, UAT and production deployment validation. This person will work in coordination and in close partnership with the business Test Manager and Test Automation Architect on the ITSD team. To fulfill this role, the System Test Manager must understand the discipline of testing, test frameworks, test technologies and how to effectively implement and manage an effective testing process that integrates team-based quality assurance and business stakeholder acceptance testing. * The client seeks an experienced candidate with demonstrated skills as a system and/or software test lead and/or system test manager. The candidate needs to have in-depth experience and expertise in driving testing from the all perspectives to ensure that test automation is delivering the intended results, as well as satisfying the specified requirements both from a business and development perspective. Immediate responsibilities will include establishing and maintaining an effective testing process, developing critical system metrics related to testing, identifying and analyzing automation tools and testing practices. This position will work closely with ITSD development teams, business subject matter experts (SME), Product Owners, partners, management and key stakeholders. * This project is being developed using the Scrum (Agile) development methodology. The candidate should have demonstrated experience with executing and managing testing in an Agile development environment. Required Skills: * Software and system testing experience Proven ability with coaching and or teaching agile teams * Extensive experience in the development of user stories and defining acceptance criteria * Knowledge/experience to implement and maintain framework systems and components to support test execution * Experience testing J2EE/Java web applications * Knowledge and understanding of fundamental concepts of agile software development, continuous integration, and automated testing * Ability to work across team boundaries to reach common goals and objectives * Knowledge and/or experience with testing applications, systems, subsystems, components, batch, flat file and web service based interfaces * Knowledge and/or experience with automated regression test strategies/tools.
