Description :

The Office of Health Strategy seeks a Business Analyst who will assist the Office of Health Strategy and the Department of Social Services in improving business processes related to Race, Ethnicity, and Language (REL) data collection as a result of PA 21-35 specifically section 11, and to produce a health equity dashboard based on REL Data. This is a timeboxed three-month engagement.

Who is OHS?

The Office of Health Strategy (OHS) is a state agency based in Hartford. The mission of OHS is to implement comprehensive, data-driven strategies that promote equal access to high-quality health care, control costs, and ensure better health outcomes for all Connecticut residents.

CAUSE OF ACTION

The legislation PA 21-35 mandates uniform collection of REL data to support the Commission on Racial Equity in Public Healths mission to create a comprehensive strategic plan to eliminate health disparities and inequities across sectors. Availability of REL data is critical to accomplish this goal. REL data will support development of targeted interventions to reduce racial disparities, and augment health care providers continuous efforts to provide high quality, effective, timely, patient-centered, equitable care to all patients, in Connecticut. The REL standards document enumerates how to uniformly collect and code self-reported race, ethnicity, and language by clients/patients. DUTIES

The Business Analyst will analyze the current state of data management operations relative to Race, Ethnicity, and Language Data Collection. To perform this analysis the incumbent will analyze three patient data systems managed by the Office of Health Strategy and other systems managed by Department of Social Services.

The chosen business analyst will:

successfully conduct a stakeholder focused requirements building process.
engage with key stakeholders to understand data requirements and translate requirements into technical specifications.
asses existing technical and process requirements.
assess current state of data modeling and design.
write business, functional, and technical requirements of new database model and design for each system.
analyze current database systems to identify improvements and optimizations for the collection and reporting of REL Databases from impacted systems.
develop project plan for updating system.
develop strategies for database implementation and data acquisition.
present requirements and solution recommendations to staff.

DELIVERABLES

The analysis will culminate in recommendations to improve data collection, data quality, and data reporting of REL Data collected and housed within impacted systems.
A project plan to update current REL Data Systems at the Office of Health Strategy and DSS, successfully implement the plan for REL data collection, and produce a health equity dashboard.

PREFERRED QUALIFICATIONS

BA/BS in an IT related field
Experience writing business, technical, and functional requirements of business solutions.
Experience with analysis of data models and computer applications.
Experience writing project plans and other project management documentation.
