Research and understand DOT business processes and their inter-relationships. Gather, document, and manage business and technical requirements Assist customers with development of business cases and user stories. Analyze and design system processes and databases. Develop business and system analysis and design models using Sparx Systems Enterprise Architect and Visio using Unified Modeling Language (UML), Business Process Modeling Notation (BPMN), database engineering, and other methods. Document application and database specifications. Liaison between users and technical staff. Perform oversight reviews of requirements and testing deliverables for compliance with department standards. Perform application testing, including developing and executing test plans, test cases, and coordinating User Acceptance Testing. Track and manage work tasks according to project schedules and Team-specific task management processes. Mandatory Qualifications: Bachelors Degree in Computer Science, Information Systems, Business Administration, or other related field, or equivalent work experience. 5-8 years of IT experience, 3 years must be performing role of business analyst or systems analyst. Knowledge of the software development lifecycle (SDLC) Knowledge of project management principles and practices (PMBOK) Knowledge of Agile methods such as Scrum Ability to facilitate, present, and create grammatically correct, plain language documentation Ability to model business, system, and database processes and structures using UML Ability to read and understand .NET application code and logic Ability to work with databases such as Microsoft SQL Server Ability to understand and perform infrastructure tasks involving workstations, servers, and networks Preferred Qualifications: Certification in any of the following desired, but not required: Certified Scrum Master, Certified Scrum Product Owner, CBAP, PMI-PBA, PMI-ACP, PMP Communication: Have the ability to clearly convey information, in both written and verbal formats, to individuals or groups in a wide variety of settings (i.e.; project team meetings, management presentations, etc.). Must have the ability to effectively listen and process information provided by others. Customer Service: Works well with clients and customers (i.e.; business office, public, or other agencies). Able to assess the needs of the customer, provide information or assistance to satisfy expectations or resolve a problem. Decision Making: Makes sound, well-informed, and objective decisions.
