Project Background: The Race to the Top (Early Childhood Longitudinal Data System (RTTT-ECLDS) is a collaborative initiative to enhance existing early childhood data collection efforts and design the architecture to link key early childhood care and education data collections, in support of the ultimate goal of improving quality and expanding access to early learning programs. This grant funded project will create Early Childhood (EC) (birth through age 5) data linkages between the Department of Public Instruction, the Department of Health Services and the Department of Children and Families. DHS has the responsibility of building a DHS Customer Hub across a number of key health data systems that house infant and child related data. To achieve this, these three contractors will be part of a technical data system support team - located in the Informatics Architecture/ Public Health Information Network (PHIN) section in OHI - that will work closely with agency staff working on the RTTT effort The Software Engineer will work with agency staff to design, modify, develop, test and implement the DHS functional components of the ECLDS and Customer Hub. This team will work under the direction of DPH permanent staff and as part of an internal DPH team working with a larger team of cross-agency collaborators. Work to be performed: The Software Engineer contracted resource will: • Work closely with agency staff and the Business Analyst to understand business needs for the ECLDS and DHS Customer Hub. • Design, modify, and develop data management functionality for health system data integrated within the Customer Hub. • Code extract, transform and load routines to ensure timely updates of data within the Customer Hub. • Utilize, configure and deploy any commercial-off-the shelf (COTS) system (or other third party system) functionality that might be implemented to support Customer Hub needs. • Work with team members and program staff to test and implement required functionality within the Customer Hub to support both DHS internal business needs and needs identified for RTTT-ECLDS. • Work closely with other members of the internal RTTT-ECLDS technical support team, the OHI Data Informaticist, Systems Informaticist and other staff within the Informatics Architecture/PHIN section. •Collaborate with internal technical resources to ensure the integrity and availability of the Customer Hub. •Perform quality work and provide adequate knowledge transfer to Informatics Architecture/PHIN section data systems support team members to ensure successful ongoing support and maintain for the DHS Customer Hub after the contract expires.
