Public Outreach and Engagement Services DCP is seeking qualified applicants, including tribal governments, consultant firms, and communitybased organizations to assist with public outreach and engagement on a range of planning initiatives. The purpose of this solicitation is to identify a list of organizations with varied skill sets to undertake a wide range of outreach activities coordinated by city planning staff. DCP oversees public engagement activities routinely throughout the planning process, and may require assistance to conduct, gather, and summarize stakeholder input to guide the direction of its work programs. Qualified applicants will have experience working with diverse communities either through shared lived experience, a geographic connection, or established partnerships with organizations that have existing community ties. Consideration will be given to applicants with experience engaging populations that have traditionally been underrepresented in the planning process. The work may range from creating a strategic plan of action to executing elements of that plan for the purposes of more targeted outreach. The following is a list of general outreach activities that may be expected. Applicants may demonstrate competency in some or all these services. Once a project is identified, DCP will release a detailed task order and solicit proposals before selecting a qualified applicant. Outreach Strategy Development and Implementation • Create, manage, and build lists comprising of key stakeholders, including email distribution lists and SMS Text; • Scout and secure venues, conduct walkthroughs for events, and staff community events; • Identify opportunities for broader engagement with community groups, ranging from, but not limited to, nonprofits, community-based organizations, business interests, neighborhood groups, schools, community activists, etc.; • Develop and implement outreach and/or participation strategies alongside DCP staff to inform, involve, and engage a broad and diverse spectrum of communities and stakeholders to achieve project objectives and appropriate / relevant to the scope and/or work program; • Advise and consult with DCP staff on outreach strategies that demonstrate community-level expertise, familiarity, knowledge and understanding; and respond to specific planning issues impacting a community; PART 1: PROJECT, PROPOSAL EVALUATION, AND TERM Department of City Planning — RAMPLA ID #216623 7 • Develop and implement techniques for public participation that are tailored to the desired level of stakeholder involvement; • Identify key stakeholders to engage, including underrepresented groups, with innovative and culturally appropriate outreach methods.
