Job Description Specialist: Senior Technical Specialist/Lead, Systems Analysis, System Design, Systems Development Installation Impleme

*Description:
*Client has requested assistance from Contractor to provide application development, system maintenance and support. The selected resource will provide technical analysis, support, and system administration to business critical execution and order management trading systems, support the maintenance of and enhancements to INVO Access databases, Excel macros, Add-ins and workbooks, and provide technical expertise for INVO projects containing technology components affecting INVO systems.

*Required Skills:
5.0. Application Development:
*5.0.a. Senior Technical Specialist/Lead:
*Functions at the expert level performing high level analytical work in systems analysis, design, development, installation, implementation, procurement, or technical support duties pertaining to application development. May act in a lead capacity on complex projects or may participate with other analysts on projects of a complex nature or broad scope.
*Must possess a minimum of five (5) years experience in project work in specified area(s) of knowledge; at least three (3) years of said experience must have been at a high level both technically and in measure of responsibility.
*Must be able to analyze data and situations, identify and solve problems, reason logically, draw valid conclusions, and develop effective solutions.
*Must be able to apply creative thinking in the design of methods for processing data.
*Must be able to monitor and resolve problems with information processing system hardware, software, and processes.
*Must be able to establish and maintain cooperative working relationships with others.
*Must communicate effectively both verbally and in writing with a variety of audience types using different mechanisms including informal updates, formal presentations, business case documents, and other analytical and technical documents.

*Other Minimum Qualifications:
*Minimum of 10 years of experience supporting critical production systems
*Minimum of 4 years of experience with Charles River Investment System,
including System Administrator which demonstrates Investment business and
Investment systems knowledge
*Minimum of 4 years of demonstrated experience with large-scale pension or wealth-related investment portfolio management processes and systems with AUM in excess of $100B
*4 years of experience in advanced/complex Excel Macros, Add-ins and
workbooks, MS Access
*5 years of demonstrated experience in Technical Project Management
*4 years of Java language skills, specifically, experience with J2EE
C# language skills and Object Orientated development methodologies
knowledge
*Perl language scripting skills
*Operating System Platforms experience (Unix, Windows, and Linux)
*Database languages (i.e. Structure Query Language (SQL), Microsoft SQL Server and Oracle PL/SQL stored procedures experience
*Experience developing and deploying Crystal reports
*Scripting skills of SFTP, FTP and HTTPS transmission protocols
*Scripting skills using CRI MS Web Services Client Library API.

*DESIRED QUALIFICATIONS:
*Government - State of California
*Industry standard systems software support models, methods, policies,
techniques/best practices, procedures, and processes
*Familiarity with Microsoft Azure cloud platform
*Systems planning, analysis, design, testing, implementation and quality assurance practices/standards
*PGP encryption/decryption experience.
*Other development languages (i.e. JAVA, Perl, VBA, JSP, JSF, C, C++, or .NET? Performance tuning of complex SQL queries
*Enterprise-wide web-enabled solutions
*N-Tier, web-based design and implementation
*JavaScript and HTML
*System testing using tools such as JUnit
*Software Development Lifecycle (SDLC)
*HP/UX, Intel (32 and 64 bit) or Itanium server h
