Description :

The Software Engineer (SE) will analyze, design and develop processes to improve the data quality of the current MNI-CCH software application and prepare the data for migration into a new MNI-CCH software application. The SE will produce a logical and physical data model of the current MNI-CCH repository, design and develop a data dictionary that can be utilized for both the data cleanup project and for the MNI-CCH conversion, and plan, design, develop, and implement an ongoing data cleanup process for the current MNI-CCH data. The scope of MNI-CCH data includes data consumed from the Automated Fingerprint Identification System (AFIS) application and from the court Criminal and Motor Vehicle System (CRMVS) application.

Specific Services Required
1. Technical Tasks
a. Work with DESPP IT MNI-CCH resources to understand the existing data values and data relationships and to extract hard-coded default data values, code values, data values for data that is transformed and inserted/updated from the AFIS and CRMVS systems, and data values for data that is transformed and updated from the online and batch MNI-CCH applications.
b. Perform comprehensive analysis and evaluation of current MNI-CCH data
i. Develop logical data model
ii. Develop data dictionary
1. Identify data elements, data element types, data element values
2. Identify data element business rules
3. Create data element business descriptions
4. Identify creation source of each data element
iii. Identify and document data flows to/from external systems
iv. Identify potential issues that would affect data migration (data that cannot be converted, errors that cannot be resolved)
c. Develop data quality assurance procedures and reporting tools to align existing data with NFF requirements
i. Identify data quality issues that can be corrected without human intervention, and develop automated procedures for implementing the corrections. The tasks that can be automated include:
1. Identification and resolution of Data Element issues
2. Analyze and match records in Suspense with the AFIS Suspense based on Uniform Arrest Record (UAR) number
3. Identify and match records in AFIS Suspense with records in MNI.
4. Match/cleanup of Error Master and Error Offense records
5. Consolidation of State Identification Numbers (SID) numbers in MNI-CCH (programmatically completed in the AFIS application but not performed in MNI-CCH).
6. Identification and resolution of non-fingerprinted supported arrests
7. Identification and synchronization of FBI records that are not on state file
8. Match of MNI Person to court CRMVS records to determine value of family violence flag on Arrest table (10 year look back)
9. Identification and population of the Originating Agency Identifier numbers (ORI) not appearing on the Arrest file
ii. Identify data quality issues that require human intervention, and develop procedures and reports to facilitate that human intervention. The task requiring manual intervention are:
1. Identification of duplicate UAR numbers
2. Identification of a single identifiable person with multiple UAR numbers being assigned multiple SID numbers
3. Any automated identification/update tasks that fail or where the data issue is not specifically defined in the code.
iii. Document and report repeating data issues to Project Sponsor
2. Management Tasks
i. Assist with the creation of a Data Governance process
ii. Assist with the creation of a Data Quality process plan
iii. Assist with the creation of a Data Cleanup Detail Design document
iv. Assist with the creation of a work flow process for those issues requiring manual intervention
