Submission Deadline: 8/20/2019 9:30 PM EST Start Date: 9/2/2019 End Date: 9/1/2020 Client: Office of the State Courts Administrator (OSCA) Description: The Office of the State Courts Administrator (OSCA) Court Services unit requires services to assist in the enhancement and update of the Uniform Case Reporting (UCR) System including expansions to existing data capture, parsing, and database processes. Work will focus on enhancements and updates to UCR subsystems but may include work on other Judicial Data Management (JDMS) data systems as they interface with the UCR system. The essential function of the staff augmentation contractor(s) within the organization will be to write T-SQL code to implement existing data processing designs and will build on and extend previous development work. All development will occur within the Court Services operating environment and conform to Court Services formats and standards. 2. Task Order Requirements The OSCA is seeking quotes from interested Vendors for two (2) full time staff for approximately twelve (12) months and one (1) full time staff for four (4) months to assist in the enhancement and update of the Uniform Data Reporting (UCR) data management system, operating in the technical environment described in this eQuote. This procurement may result in multiple Vendor awards and any Task Order/Purchase Documents issued from this eQuote shall be non-exclusive. The OSCA reserves the right to contract with as many Vendors as the OSCA, in its sole judgment, determines is necessary to acquire the quantity and quality of staff needed for all or part of the services set forth herein. The OSCA is using the Department of Management Services State Term Contract, IT Staff Augmentation Services, 80101507-SA-15-1 for this procurement. Vendors who are not an awardee to this contract shall be considered non-responsive. Vendors should select the Job Family and Job Title 1250: Applications Development Analyst (C Advanced) for the candidates offered. Preference will be given to Vendors whose candidate resumes include the following additional knowledge, skills, abilities and experience in addition to the State Term Contract requirements: a. In depth knowledge and experience in Microsoft SQL Server 2012 database and the Transact-SQL programming language. b. Experienced in the use of Git Source Control version 2.17.0 or later. b. Experience in the seamless integration of newly developed script processes with existing processes and applications. c. Troubleshoots and corrects network connectivity issues; ensures secure network access; provides support and training as required and mentors staff on networking principles and operations; provides consultation to court technology officers in local area network design, TCP/IP traffic flow control and security. Knowledge, skills, abilities and experience supporting systems software maintenance and system software operations with the following: - Advanced knowledge of Microsoft database application development in the SQL Server Management Studio development environment; - Advanced knowledge of Microsoft Transact-SQL procedural language scripting; - Advanced knowledge of stored procedures and functions using T-SQL involving both scalar and table valued parameters; - Advanced knowledge of Common Tables Expressions; - Advanced knowledge of complex relational database concepts, including proper use of both normalized and de-normalized data models; - Advanced knowledge of exception handling in T-SQL; - Knowledge of parsing   Call 502-379-4456 Ext 100 for more details.
