The client is seeking an experienced Product Owner and an expert in Agile to oversee one of several DMV value streams. In partnershipwith the DMV Modernization Leadership, the Product Owner team and Business Analysts, the ideal candidate should be experienced in agile system development lifecycle and business analysis methodology, have extensive knowledge and experience in analysis, project execution, prioritization and business process management to drive the strategic direction forward.
Background check for fingerprinting is required. Vendor is responsible for all costs associated with the background check, service is provided by the Idaho State Police.
As a Product Owner this position will oversee the creation of all product artifacts, ensuring they meet client standards and procedures, meet client and state compliance for service delivery/3rd party vendors and quality standards.
The day-to-day Product Owner can expect to elicit requirements and aggregate input from stakeholders and county partners, provide direction to the business analyst team in the construction of user stories and acceptance criteria, prioritize stories according to their business value and technical effort, maintain and communicate the backlog for specific products and projects and participate in all required meetings.
The Product Owner will champion the user experience end to end by working closely with the cross-functional team of developers, architects andtesters to breakdown requirements/user stories into executable chunks, ensuring that the product is intuitive and designed with a long lifespan in mind.
This role will also be involved in responding to user feedback and production defects, assisting operations with training materials, coordinating communications with internal stakeholders, and measuring product performance and usage.
Partnering with the Project Manager, the Product Owner will work directly with our executive team and with the business stakeholders to define a backlog of features, upgrades and enhancements.
The ideal candidate should be a natural mentor and coach who enjoys working with and developing other Product Owners on a day-to-day basis while continuing to manage their own backlog and ensure the delivered product matches or exceeds expectations. They should demonstrate active listening skills, be a great facilitator, leader and someone the team can always depend on you to deliver.
Train, collaborate and contribute as a coach/mentor to the wider Product Owner team.
Establish strong, trust-based relationships with DMV stakeholders based on competency, open communication and total honesty.
Manage business expectations and ensure they are met (or better yet exceeded) and managed effectively across all the disciplines.
Lead business and technical sessions to support development efforts to meet current and projected business needs.
Partner with the business analysts to clearly translate customer requirements into user stories and detailed acceptance criteria.
Work collaboratively with the Product Owner team and Business Analysts to develop effective team approaches and techniques, creating the necessary approach, framework, controls and analysis practices across project delivery.
Define, prioritize, and clarify requirements; work with others to understand use cases, features, business rules, identify data rules and overall product goals.
With input from the stakeholders, the Product Owner builds, prunes, and maintains a backlog primarily consisting of user stories and defects. Backlog items are prioritized based on user value, time dependencies, risk reduction and effort.
