They consult with the client to define needs or problems, conduct research, perform studies and surveys to obtain data, and analyze problems to advise and make recommendations on business and technical solutions based on hands-on experience solving similar business problems. They are able to utilize knowledge of theory, principles, or technology of specific discipline or field of specialization. TheIdaho Bureau of Vital Records and Health Statistics is preparing to modernize its businessprocesses and related automated systems for Electronic Death Records and Electronic Birth Records. The Bureau is responsible for the management of the computer system which contains Vital Records information relating to birth, death, stillbirth, marriage, divorce, and adoption records. This includes processing requests for copies of Vital Records and the receipting functions related to those requests. The Bureau is also responsible for the assurance of proper coding and data input that supports Vital Records Services and the generation of vital statistics. Field Operations addresses the quality of records through computer training and the provision of technical assistance to system participants Agency Expected Deliverables Experience: Four plus years of experience. Education: Four-year college degree or equivalent study in the area of business process design Description of skills and knowledge include: • Consults with stakeholders to define business need or problem; conducts research, performs studies and surveys to obtain data; and analyzes problems to advise on or recommend solutions, utilizing knowledge of theory, principles, or technology of specific discipline or field of specialization. • Conducts study or survey on need or problem to obtain data required for solution. • Analyzes data to determine solution, such as installation of alternate methods and procedures, changes in processing methods and practices, modification of machines or equipment, or redesign of products or services. • Advises client or department heads on alternate methods of solving need or problem or recommends specific solution. • Requires experience providing consulting services to governmental entities. • May be designated according to field of business and technical specialization. • Provides documentation according to agency standards • May supervise other contractors. Specific Skills Required (Programming languages, databases, operating systems, etc.) Skills required: Experience interviewing and collecting information from business and technical users and transforming this into consumable information. Experience facilitating meetings with business and technical representatives. Experience producing business process maps and use cases. If selected for interview, the applicant will be asked to provide samples of business process diagrams or straw model diagrams they have produced so they can be discussed during the interview. Good to have skills: Working knowledge of a modern Vital Records and Health Statistics system is a big plus.
