Description :

The Commonwealth of MA is in the process of procuring an electronic licensing system which will meet the licensing needs of agencies across the Commonwealth. In particular, the system must be Web based, allow for on-line payments, provide tight data security, and be easy to configure. The two pilot agencies for this project are The Division of Professional Licensure (DPL) and the Alcoholic Beverage Control Commission (ABCC), but the solution mustbe scalable and flexible enough to meet the licensing needs of other agencies within the Commonwealth.
The project has received initial funding to begin the process of replacing the legacy systems at both DPL and ABCC. Extensive business and technical requirements have been documented for DPL. The project is seeking the services of twoSenior Business Analystswith at least three years of application development experience to review DPLs documented requirements of the new system and to develop business and technical requirements of other Commonwealth agencies, particularly those of ABCC. The Senior Business Analysts will also participate in the procurement process for the selection of a vendor which will provide system integration services for the electronic licensing system.

At a minimum, the Business Analysts will be required to:

• Interview various subject matter experts (SMEs) within various Commonwealth of MA agenciesto understand and document their current licensing process.
• Determine and document business and technical requirements for the new electronic licensing system.
• Contribute to the development of a Request for Quote (RFQ) for the System Integration Services (SIS) of an electronic licensing system.
• Act as an advisor in evaluation,selection and engagement of prospective bidders from the RFQ process.
• Assist in the development of an implementation and transition plan for the project.
• Maintain and submit clear and concise activity/progress/time recording reports to management and reporting agencies as required.
• Ensurethat deliverables are on time, within budget and to the satisfaction of the Division and reporting agencies.
• Provide clear and complete documentation as required.
• Ensure that communications are constant and clear.

Required Skill Set:

• Possess a strong working knowledge of Business Analysis processes.
• Possesses a working knowledge of the Software Development Life Cycle.
• At least three yearsexperience in Business Analysis, particularly regarding the implementation of Commercial Off-the-Shelf (COTS) applications and/or customsoftware applications.
• Has successfully provided Business Analysis for at least three major IT migration projects.
• Excellent technical documentation skills.
• Excellent communication and analytical skills.
• Microsoft Office, Microsoft Visio, and Microsoft Project.

Additional Preferred Skills:

• Knowledge of the Commonwealths CommonWay and Capital Investment process.
• Knowledge of the Commonwealths Procurement process.
• Knowledge of Federal, State and/or Local licensing systems and applications.
