The Executive Office of Technology Services and Security (EOTSS) is the states lead office for technology. We provide modern and responsive IT services and productivity tools to more than 40,000 internal customers, including state agencies, business units and employees who provide essential information and services to the citizens of the Commonwealth.

The Data team is a vital piece of EOTSS. Our mission is to promote the safe and secure use and sharing of data across state agencies to address the Commonwealths most pressing public policy and public administration challenges.

About the Role
We are looking for a Data Scientist to help us discover the insights hidden in Commonwealths vast treasure trove of data. As a Data Scientist, you will be tasked with using the states data to deliver effective and efficient government services and to help us make smarter data-driven public policy decisions, improving the quality of life for Massachusetts residents. Your primary focus will be to apply data mining and processing techniques, conduct statistical analysis, and build high-quality predictive tools to contribute high quality analysis to business and policy projects for agencies across all areas of state government. You will have clear understanding of how your work helps improve the lives of Massachusetts residents, businesses and institutions. At the forefront of big public data analytics and public policy, youll find new and interesting challenges every day. Specifically, you will:
• Develop strategies to solve complex policy and business problems by applying advanced data-driven solutions composed of predictive modeling, statistical methods and cognitive computing components.
• Mine, process, and analyze large volumes of complex data from a variety of sources (administrative, social, device, etc.).
• Produce sound, well-reasoned, and effective statistical and machine learning analyses and data visualizations
• Provide expertise and consult on data-related and data-intensive initiatives for clients within EOTSS and around state government.
• Help state agencies implement new data standards and improve data collection processes.
• Collaborate with data and research groups within the Commonwealths agencies, local government and academic institutions.
• Produce reports and presentations of findings for technical and non-technical audiences, including executive leadership.
• Manage team priorities and work plans to produce deliverables on time and on budget.
• Perform related duties as assigned.
Requirements
• Excellent applied statistics skills, including descriptive statistics, sampling, classification, clustering analysis, linear, non-linear regression and time series, etc.
• 4+ years of experience with applying machine learning techniques and algorithms.
• 6+ years of experience with programming languages for real-world applications within an analytical framework; strong Python experience required.
• 3+ years of experience with data visualization tools such as Tableau, Qlik, GGplot, Shiny, PowerBI, etc.
• Proficiency with tools such as SQL, Spark, Tensorflow, Keras, R, Java, etc.
• Comfort with Unix/Linux command line interface
• A degree in engineering, applied mathematics, or a related field; advanced degree preferred
