Description :

The City of Boston Department of Innovation and Technology (DoIT) is seeking a Telecommunications Analyst/Engineer, with project management expertise, for the Metro Boston Homeland Security Region (MBHSR). The contracted analyst will conduct an analysis on the feasibility of connecting the Citys 10GB fiber optic network infrastructure, called BoNet, to designated surrounding towns public safety networks via existing fiber. The designated public safety entities are part of the MBHSR which include the following municipalities: Boston, Brookline, Cambridge, Chelsea, Everett, Quincy, Revere, Somerville and Winthrop. This position is funded for up to 6 months.

The ideal candidate will have at least ten years of experience in fiber optic construction and connectivity along with in-depth knowledge of existing fiber and conduit runs throughout the MBHSR. This position requires a balance of technical knowledge of fiber optic and network deployments along with strong project and vendor management skills. The key deliverable from this analysis will be the documented solutions for connectivity to each Region from BoNet. The candidate must have the ability to travel around the Region.

Responsibilities:

1. Establish a working relationship with public safety and city/town IT staff throughout the Region.
2. Review fiber and conduit maps in various formats as produced by each municipality.
3. Discuss options for fiber connectivity with each municipality and the appropriate fiber vendors.
4. Work with the Citys BoNet Network Manager and Engineering team for designing fiber and network connectivity options.
5. Work with the Citys Project Manager to review tasks, time schedules, deliverables and next steps.
6. Document and map options for fiber connectivity using ARCGIS, CAD or another City-approved application.
7. Develop detailed plans for implementing proposed fiber connectivity solutions; include justifications, risk assessments, possible roadblocks and cost estimates.
8. Provide advice and act as a fiber connectivity subject matter expert for the Region.
9. Identify and solve fiber connectivity issues.
10. Perform related work as required.

Qualifications:

1. Minimum 10 years of fiber telecommunications experience.

2. Working knowledge of the following design and installation standards as they apply to fiber optics:
- BICSI Design and Installation Applicable Standards
- Telecommunications Industry Association (TIA) Applicable Standards
- ANSI/TIA/EIA – 568 Standards
- ANSI/TIA/EIA – 569 Standards
- TIA/EIA 604 Fiber Optic Standards
- TIA-492 Fiber Optic Installation Standards
- TSB-149 Fiber Optic Workmanship Standards

3. Proficient in identifying fiber and conduit runs by owner within the MBHSR.

4. Proficient in mapping applications, preferably ARCGIS.

5. Valid drivers license and ability to travel within the MBHSR Region.

6. Former public safety and local, state, federal government experience preferred.

7. Demonstrated knowledge of best practices in fiber optics.

8. Must be highly motivated and able to work effectively under minimal supervision.

9. Strong oral and written communication skills, with an ability to organize and express complex technical concepts in concise, understandable business terms using a variety of mediums.
