Description:

Position Summary:
In the spring of 2017, MassIT signed an agreement with Microsoft through Statewide Master Contract (SMC) ITS58 Software to consolidate 13 separate enrollments into a single agreement by April of 2020. This agreement included a commitment to purchase 41,205 O365 license entitlements for use by the Executive Branch. This agreement comes with many new opportunities and responsibilities for the Commonwealth and is connected to the O365 Migration, Desktop/Laptop Replacement, OneNetwork and single Desktop Call Center initiatives. The Senior Project Manager role is multifaceted and will work closely with EOTSS finance, asset, service management and technical teams, as well as their counterparts in the other eight secretariats.

The Senior Project Manager will help define and pull together a project team to operationalize the management of the consolidated Microsoft contractual agreement. The Senior Project Manager will define project team members roles and responsibilities; develop and maintain a project plan and schedule; make policy recommendations on and manage licensing and related benefits; coordinate and monitor activities to ensure project is completed on time and within budget; oversee invoicing and payment to Microsoft; ensure compliance by all parties with the any current or future contractual agreements; and communicate project status. Importantly, the Senior Project Manager will develop and implement a transition plan to operationalize the on-going management of the O365 contractual agreement at the end of the project term.

Other discrete responsibilities may include, but are not limited to:
? Establish and implement new business processes in support of the contract implementation
? Advise internal parties on best value purchase options
? Apprise other secretariats on their entitlement usage
? Manage/Coordinate MS support contract usage
? Lead Commonwealth efforts in negotiations on any changes to the agreement or net new agreements, working with Microsoft to negotiate complex terms and conditions necessary to sign future agreements
? Work with legal and business groups to identify and resolve agreement issues
? Ensure implementation strategies adhere to established guidelines, policies and legal standards
? Act as a liaison to Microsoft and reseller with product and program insights
? Respond to requests for contract support
? Make key decisions on agreements using business judgment and licensing principles
? Share best practices and strategies with internal teams
? Keep abreast of vendor-specific program and product changes;
? Develop & present licensing/contract-focused training sessions designed to support CoM staff
? Maintain monthly/quarterly logs
? Establish a Microsoft license management strategy for the Enterprise
? Determine need for license management software and implement if necessary

Preferred Qualifications:
? Experience operationalizing first-time enterprise agreements
? Expertise across finance, procurement, and operations
? Demonstrated experience with Microsoft software volume licensing management
? Contract and vendor management experience (3 years min)
? Project Management experience (3 years min)
? Software asset management experience
? Software Deployment experience
? Experience with Microsoft Office 365 product suite
? Demonstrated negotiation experience
? Demonstrated decision-making, problem solving and analytical skills
? Excellent interpersonal, verbal and written communication skills
? Strong attention to deta
