Description :

The Correctional Operations Management System (COMS) system includes over 70 modules which collect and track data on the 16,000+ offenders that are committed to the Commissioner of Corrections. COMS fulfills critical department operations needs through the daily system use by all business units for each units unique and complex business processes. Additionally, COMS data is shared with other state agencies, law enforcement, counties, federal government and the public.

COMS has undergone several version upgrades over its 15-year life to accommodate changes in legislation, case law and Department of Corrections (DOC) policies. Most recent upgrades address technology obsolescence.

MN.IT Services @ DOC seeks an experienced SQL database developer for Microsoft SQL Server to support recent efforts to address the technology obsolescence within the majority of the COMS modules to better align the modules with current business, security, accessibility and legal requirements.

The DOC desires COMS modernization in a manner that results in a more secure, flexible, accessible and longlived system. Business enhancements will also improve usability, align the system to current business practices, and make the system less expensive to maintain and support.

Mandatory Qualifications

To be initially scored as pass/fail. Thereafter, proposals, where the resource meets the Mandatory
Qualifications, will be scored in part on the extent to which the resource exceeds these mandatory minimums. See RFO Evaluation Process, below.
1. Vendor must propose an hourly rate at or below vendors Max Hourly Rate for the category
2. 5 years experience as a SQL Developer (SQL Server).
3. 4 years experience of Relational Database Data Modeling.
4. 4 years experience of SQL Server Security and Permissions Configuration.
5. 4 years experience of SSIS development and deployment.
6. 4 years experience of SQL Server Query Performance Tuning.

Desired Skills

1. Experience in creating and maintaining complex T-SQL Queries, Tables, Views, Stored Procedures, Functions, Triggers and other SQL Objects.
2. Experience in Data Architecture.
3. Experience in Database Design.
4. Collaborative software development team experience up to at least 4-5 team members with separation between database development and application development teams.
5. Experience and continuous education in secure database development such as:
• Participating in security trainings offered by various entities (e.g. OWASP, etc.) focusing on current secure database development best practices.
• Participating in formal database security reviews.
