Client: Department of Labor and Industry

Description:

The Department of Labor and Industry is seeking a senior project manager to provide support to two (2) major initiatives currently underway at the Department. Time will be divided 50/50 between these two projects.
Workers Compensation Modernization Program (WCMP) – This project is a major effort to replace the existing Workers Compensation technologies and business process systems and is currently in the implementation phase. The resource for this engagement will provide support to the WCMP Program Director, overseeing the Implementation vendor with the focus being on business related activities and their impact from the project. Specific duties include:
a. Provide support to the WCMP Program Director by developing and managing project foundational documents, facilitating staff and stakeholder meetings and providing sponsor level project status reporting.
b. Serve as a member of the Project Management Office leading the WCMP effort.
c. Facilitate the resolution of issues that impede the progress of the WCMP implementation/integration vendor.
d. Review WCMP implementation deliverables for quality and completeness and provide input related to the deliverables to the WCMP Program Director.
e. Participate in Agile Sprint sessions with business, MNIT and the implementation vendor.
f. Provide project support to the WCMP Owners and sponsors as required.
g. Coordinate and assist the business with any activity required by the implementation/integration vendor.
Construction Codes and Licensing Division (CCLD) – This project is a major effort to replace the existing Permitting and Inspections legacy software and is currently split into two phases. The first phase is the implementation of a new software package - Intuitive Municipal Solutions (iMS) - to support the Plumbing and Building codes plan review and permitting process. Implementation was completed late January 2019. The second phase is the development and deployment of iMS to the remaining disciplines (Electrical, High Pressure Piping, Elevator, Boilers and Enforcement) from the legacy software. The resource for this engagement will be responsible for managing both Business and the technical implementation of the solution. Specific duties include:
a. Coordinate and lead the effort to design and implement the Intuitive Municipal Solutions (iMS) permit, inspection, and asset management software for the High Pressure Piping, Enforcement, Manufactured Structures, Electrical, Elevator and Boiler disciplines.
b. Coordinate and lead the effort to support and assist the business with any activity required by the implementation vendor.
c. Provide sponsor and MNIT PMO level status reporting.
d. Coordinate and lead the effort to successfully integrate with other systems as required (CCLD Licensing, SWIFT, US Bank, ProjectDocs).
e. Coordinate and lead the effort to define migration requirements from the legacy system to the new solution.
f. Plan and execute a public launch of the iMS system upon deployment. Public launch includes design and deployment of web content as well as planning and facilitation of public live forums if required.
g. Lead State staff through business process redesign (BPR).

Minimum Qualifications
• Ten (10) years experience in Program/Project Management role
o A Masters degree substitutes for three years of experience, or a Bachelors degree substitutes for two years, or an Associates degree substitutes for one year
• PMP certification (currently active – no substitutions)
