Design, build and implement a web-based solution for MDAs Fiscal Office to manage fiscal information supporting their business process. The primary user of this application will be the fiscal office staff. This application, at a minimum, must have the same functionality as the existing system and be user friendly. Objectives: • Replace current Fiscal System with a solution developed using technologies supported by ITSD (see technology requirements listed). • Replace current Fiscal System with a new and enhanced solution that provides more flexibility to the user to keep IT support and assistance at a minimum. Such as admin screens based on user roles to administer user functions. Additional objectives are to: • Ensure that the business users have input into the design and workflow process of all solutions. • Accomplish project business goals and objectives within defined budget and time parameters. • Demonstrate innovative use of technology to meet project goals. Task Summary for solution: • Vendor will work with MDA to finalize documentation on business requirements specification and functional requirements supporting their business process. • Vendor will work with MDA and ITSD for interface solution of scanned images. • Vendor will plan, design, and develop a new application (including database structure, UI Screen, business rules, process diagrams, test plans and other documentation). Contractor Responsibilities: • Provide deliverables specified. • Assist in development of meeting schedules and agendas for implementation of project. • Facilitate project meetings and provide minutes. • Maintain project plan. Technology Requirements: Development Environment: • Microsoft Visual Studio 2012 (IDE) • Microsoft SQL Server Data Tools 2010 (SSDT) • Microsoft SQL 2012 (Database) • Microsoft SQL Server Reporting Services 2012 (SSRS) • Microsoft Team Foundation Server 2010 (TFS) Application Development Requirements: • The web application, database and reports will be hosted on existing servers provided by the State of Missouri. • There must be one database used to house the data for all solutions. Database can include multiple application schemas. • The web application, database, database objects, SSRS reports, and other artifacts of the project will conform to the ITSD design and development standards along with ITSD provided check-in policies. Project Management Requirements: • This project will utilize the Agile project management methodology. • The Contractor is expected to provide resources to act as Project Manager, Business System Analyst, Facilitator, Technical Architect and Developer with each having prior experience with the minimum of a Senior Level Project Manager. Documentation: • Consultant will provide Technical System Documentation that must include, but is not limited to: database diagram including an Entity Relationship Diagram (ERD) describing each entity and show the relationships and data flows.
