Job Description Developer: Visual Studio 2008, 2010, Visual Studio 2010, VB.Net, C# SQL Server 2008

Hourly rate for the programmer/developer is projected to be between $65 and $95 per hour.
Temporary (Starting July 2011. Half time work for approximately 9-12 months]

The Office of Information Technology is responsible for managing information technology and information services at DNRC. The office has three sections: Application Development, Geographic Information Services and Network Services.
This Computer Programmer and Web Developer will assist the Application Development Section primarily with work on its Trust Land Management System. This section is responsible for design, programming and maintenance of agency applications and customized programs.
This computer programmer will assist the lead programmer/developer in maintaining and enhancing the DNRC Trust Land Divisions Trust Land Management System.
TLMS is a Windows desktop client/server database and spatial analysis system. The database behind the application is Microsoft SQL Server. TLMS is a mission critical system that the OIT, TLMD and DNRC rely on for daily management and analysis of millions of acres of property, tens of thousands of licenses, leases, easements and permits; and hundreds of thousands of revenue receipt and distribution transactions. Major programs include agriculture & grazing, timber, real estate, and minerals management.
Responsibilities
The essential duties and responsibilities of this position are to provide DNRC with design, technical support, and software maintenance and development of Trust Land Management System Windows client/server application and relational database systems (Microsoft SQL Server) as directed by the supervisor/manager and in consultation with the lead developer. As agency priorities dictate, the position must be able to carry out any programming assignment, web application development or database update at DNRC with minimal retraining.

Application Design
This position helps design program interfaces for data analysis, data and cash flow processes, and information management for multiple land management programs. This position requires user interface design and implementation skills. Typical duties include:
• Implementing of prototypes and workflows for new or revised sections of TLMS as determined by the lead developer. Responsible for designing, programming and implementing TLMS modules to for new workflows.
• Suggests improvements based on user input and programming standards.
• Designs applications that conform to State of Montana design standards for web applications and services for those portions of TLMS data provided to the public.
• Provides web development for public searches of Trust Land Management databases.

Client Server and web developer
This developer does development for the TLMS client software; trouble-shooting database and data problems; fine-tuning the application; designing client-interface screens and creation of reports. Support for mobile devices and transfer of spatial (GPS and GIS data) into the system is also anticipated.
Responsible for developing and programming applications in a variety of languages such as .NET and Java, with the primary focus on .NET development.
• Familiar with SQL Server, Citrix, ArcGIS, Mobile GIS and Python and Crystal Reports.
• Writes, debugs and tests programs and applications and documents the process.
• Understands and implements user requirements, workflow, security and design standards pertinent to the application and software environment.
• Supports the various database components that together comprise the trust land management system.
• Prepares and provides formal documentation, user manuals and presentations as required.
• Responsible for meeting stated deadlines for projects and for following project plans and specifications.
