Description:
The NC Department of Transportation (NCDOT) Project Management Office is seeking a short-term (approx. 12 months) ECM Architect contractor for its NCDOT Enterprise Content Management (ECM) Project. The selected candidate will be responsible for the Architecture of the DOT ECM system.

Duties and responsibilities for this position include:
? Requirements Gathering
? Maintaining and updating the Enterprise Reference Architecture for the ECM System
? Development and Documentation of a Repeatable Service Pattern for Future Deployments of ECM based projects
? Documentation of all sections of the North Carolina Technical Architecture System Design (TASD) Template (http//www.ncsta.gov/library/docs/technical%20architecture%20system%20design%20template.doc)related to this project
? System design to include analysis, design and configuration and deployment of the necessary hardware and software components to support both the enterprise document management platform and the initial projects selected for deployment within that platform.

Major components of System Design include the:
? Information Model (medatata and taxonomy)
? Security/Permission Model
? System Integration Model
? Workflow Process Models
? Technical Architecture Design

Knowledge, Skills, and Abilities Requirements:
Required:
? Minimum of five (5) years experience in designing, developing and deploying ECM solutions for enterprise level e-business applications based on OpenText, Microsoft SharePoint and .Net 3.5/4.0
? Demonstrated analytical and problem solving skills using knowledge, experience and understanding of basic architecture and integration concepts.
? Demonstrated experience creating technical application and system design documents.
? Excellent verbal and written skills with a strong work ethic.

Preferred:
? SharePoint Server 2010 experience is preferred

Other Requirements:
The vendor must notify the Agency if any portion of the requirements listed in this Task Order are to be outsourced to other countries. ? Include this information in your Task Order response.

Selected Candidate Must:
? Sign & comply with NCDOT-IT Non-Disclosure Agreement.
? Submit to an NCDOT approved criminal & credit background check at vendors? expense, (employment is contingent upon satisfactory outcome of criminal & credit background check)
? Utilize the NCDOT time sheet application for verification of hours worked.
? Sign DOT Ethics Policy, DOT Statement of Understanding regarding use of computers & Information Technology resources, DOT Internet & E-Mail Policy & Procedures.

State does not reimburse for commuting expenses or relocation expenses for anyone. Parking/travel expenses to/from main site & within Raleigh area to be in hourly rate.
? Reimbursements for expenses for work at sites outside of main site in accordance with NCDOT travel policy.
? NCDOT will not provide a cell phone to selected candidate, (if a cell phone is required selected vendor is required to supply cell phone & cost should be included in hourly rate
