The objective of the HR Digital Transformation project is to procure and implement a single source solution that will enhance the capabilities provided in the current solutions. These include Cornerstone on Demand for Learning Management and Performance Management, PeopleAdmin for Position Description Management, NeoGov for Recruitment/Applicant Tracking, SAP as the on-premise HR ERP solution and includes Organization Management, Personnel Administration, workforce time management, Benefits, and Reporting). The candidate will work under the supervision of the OSHR CIO and will assist in completing the duties and deliverables described below. The candidate will be responsible for reviewing and providing feedback to the CIO and the HCM Program Director, as necessary, on short and long-term strategies, evaluation and analysis of various software solutions, vendor proposals and project deliverables (business case, status reports, requirements documents, stakeholder communications, etc.) The selected candidate must possess proven ERP HR experience in state government with 2 or more full life cycle implementations of large, complex statewide solutions. North Carolina government experience is required. The candidate must be able to ascertain the State of North Carolinas needs based on capabilities, then assist in developing detailed strategies and required steps, as well as project timelines necessary to achieve the desired outcomes. The candidate will review and provide feedback on large, complex reports for OSHR executive management and state legislative offices/personnel, adhering to strict timelines for completion. Duties include but are not limited to all the following tasks and/or outcomes: • Serve as an interim IT Manager, assisting the OSHR CIO with managing legacy applications and support staff, with a focus on ensuring business needs are met while maintaining a clear vision of the future state for an enterprise HCM solution. • Assist as a subject matter expert (SME) in the development of budget requests, estimation of project staffing requirements, identification and mitigation of project risks, and tracking of project costs. • Define and/or validate business requirements for the HCM solution, ensuring alignment with other internal and external projects and initiatives. • Participate heavily in the business process reengineering and process flow documentation of OSHRs Temporary Solutions business processes, recommending solutions to complex issues and ensuring requirements are met with the new HCM solution. • Validate the requirements traceability matrix (RTM)for accuracy and completeness and assist with tracking how and where requirements are met with the new solution. • Participate in identifying complex test scenarios based on unique business requirements of North Carolina. • Manage the project plan in the North Carolina Enterprise PMO SharePoint site (Touchdown) including weekly reports, project costs and other reporting requirements. • Liaison with identified stakeholders. • Consult on design and establishment of deliverable metrics. • Support the planning and management of the Organizational Change activities. • Provide input to the plan for historical data migration and master data conversion. • Lead the effort to create and maintain functional and technical specification documents. • Review test cases for completeness, review test results and coordinate signoff from UAT testing. • Identify user acceptance testing scenario   Call 502-379-4456 Ext 100 for more details.
