Senior Project Manager - Applicant Fingerprinting Project Job Overview North Carolinas current applicant background check system has several outdated and inefficient processes. To address the inefficiencies, the NC State Bureau of Investigation plans to procure and deploy a statewide Applicant Fingerprinting Service solution to provide an applicant fingerprinting service to employers, licensing agencies, public safety, applicants and citizens that enables fingerprint-based and name-based applicant criminal history checks to be processed as quickly, accurately and efficiently possible. The vendor solution will include the background check authorization, scheduling, fingerprinting, fulfillment, billing, and payment services supported by the AFS software application provided by the vendor as well as the interfaces between that application and the NC SBIs fingerprint and background check applications. The project definition is complete and the initial planning and gathering of business requirements are underway. The NC SBI is seeking a seasoned, full-time, supplemental-staff IT project manager to assist with the development of the competitive bid procurement (Request for Proposal), to coordinate the evaluation of the vendor proposals and contract award, and to manage the project through the implementation of the AFS solution. The work location will be a hybrid of established on-site workdays at the NC SBI location and remote workdays and on-site meetings as required. The selected candidate will be required to successfully complete an SBI fingerprint-based background check, provide attestation of security training compliance with the FBI Criminal Justice Information System (CJIS) Security Policy, and provide a signed security addendum. Upon selection, the SBI will provide information on how to fulfill this requirement. Job responsibilities • Establish, refine, and manage the detailed project schedule and project work plan. • Establish and refine the project resource allocations as needed and manage the resources in an effective and efficient manner. • Monitor the project progress and performance with respect to schedule, budget, scope, and quality to ensure both short-term and long-term goals are achieved, identify areas of improvement, and adjust as needed. • Assist with the development of the competitive bid procurement (RFP) and coordinate the evaluation of the vendor proposals and the contract award. • Coordinate with the selected vendors project manager to complete work as established in the contract and ensure vendor compliance with contract terms through implementation of the AFS solution. • Coordinate among internal and external teams to delegate and prioritize tasks and communicate work expectations and deadlines clearly, effectively and consistently. • Manage the day-to-day work of the SBI project team, integrate the work of the vendor project team, and manage the overall project through the implementation of the AFS solution. • Provide ongoing management throughout the project lifecycle of scope, schedule, budget, quality, resource, communications, stakeholders (internal and external), issues, and risks using industry best practices, techniques, and standards. • Create and maintain project documentation defined in the project charter, scope of work, and project management plan. • Provide regular project status check   Call 502-379-4456 Ext 100 for more details.
