Description:

A comprehensive central registry system for opioid treatment programs to track patients as required by Title 42 of the Code of Federal Regulations Part 8 (42 CFR ¿ 8).

It intends to make a purchase for which we believe there is limited or no competition. The purpose of this notice is to determine if other sources are available and whether the procurement method is appropriate. An interested party who provides an alternative to the commodity or service is invited to submit a written response to the procurement officer by the response deadline.

As the State Opioid Treatment Authority (SOTA), STATE licenses Opioid Treatment Programs (OTPs) that are responsible for providing Medication Assisted Treatment (MAT) to North Dakota citizens with an Opioid Use Disorder (OUD). Federal regulations require tracking patients to ensure the ability to provide guest dosing procedures, to avoid dual enrollment, and for emergency dosing plans. At this time, STATE does not have an IT solution in place to be in compliance with these federal regulations. Lighthouse Central Registry provides a comprehensive, sole-source, IT solution for OTPs to track patients as required by Title 42 of the Code of Federal Regulations Part 8 (42 CFR § 8). This system has the ability to integrate with current electronic health records utilized by the OTPs and provide a Capacity Management System, Wait List Tracking, Guest Dosing Patient Registration, and Medication Distribution and Discharge Follow-up Tracking.

System requirements:

• A combination of a dual enrollment verification system with disaster preparation, emergency communication, and disaster response.
• Extensive experience with preparing for disasters and responding when disasters strike to ensure that processes are fast and simple to use, so that it is efficient in even the most stressful of settings, while also minimizing diversion, “double dosing”, and dual enrollment.
• A Patient Portal where patients can locate, via a mobile device, up-to-the minute information about emergency clinic closures, instructions from their home clinic, and driving directions to alternative clinics that have not closed due to on-going emergencies/disasters.
• Strong working relationships with major software vendors used by clinics to manage and medicate patients in Narcotic Treatment Programs. Companies, such as Methasoft, Tower Systems, Computalogic, Method One, WebMd, and Smart Management Systems, all have the capability to produce data files of Projected Emergency Medication Information, which are uploaded to the Central Registry. Should a clinic be forced to close, patients can go to any other treatment facility in the state and have proof of their participation in a program and their medication information waiting for them.

• The capability to preform dual enrollment checks in treatment facilities in any neighboring state that is also using the Central Registry system. A provider needs to verify a patient is not enrolled in any treatment center in the state, as well as treatment centers in other states if the appropriate consent forms are on file.
• Capability to send “Reverse 911” emergency text and/or email messages to patients, program directors, the SOTAs staff, and SAMHSA to apprise of the clinics status in active or on-going emergency settings.

STATE will purchase an annual license to utilize the general Lighthouse Central Registry software with some additional features and to have technical support to ensure problems are resolved quickly.
