The Department of Human Services Division of Children and Family Services (STATE) is soliciting proposals in seeking professional assistance to create a purpose and vision to communicate the ECIDS reason for being, what it aims to produce, and how it contributes to the long-term early childhood policy and program goals of the state, in order to move forward on developing a coordinated birth to five system with shared data capabilities. North Dakota is not requesting a technical design of an ECIDS system, rather professional assistance to guide the State to create the ECIDS purpose and vision that contribute to long-term early childhood data policy and program goals. 3.3 REQUIREMENTS Provide professional assistance to North Dakota from May 18, 2020 – December 18, 2020 to create an ECIDS purpose and vision that contributes to long-term early childhood data policy and goals. Develop and guide ongoing communication with stakeholders that are directly and/or indirectly affected by an ECIDS and how it will enhance and move the State forward in developing a coordinated birth to five integrated system with shared data capabilities. A. DELIVERABLES The STATE has identified the following deliverables which are significant work products in the project. The STATE requires these deliverables to be addressed in the Contract Schedule, as a minimum. The CONTRACTOR shall develop an estimated schedule for accomplishing the Scope of Work, including these specific deliverables. The STATE and CONTRACTOR will agree upon additional deliverables, expectations and acceptance criteria for deliverables in the Statement of Work. The final schedule shall be agreed upon between the STATE and the successful offeror and incorporated into the contract. Upon award, the successful offerors proposed project schedule will be reviewed and refined during the planning phase. The CONTRACTOR will assist the State to define purpose and vision for the ECIDS by completing the following tasks. 1. Project Kickoff Meeting: i. Project kickoff allows the Offeror to meet with the STATE to set the foundation for the project and confirm expectations for deliverables and the operation of the project. ii. Provide project kickoff meeting agenda - The agenda shall include a listing of invitees to the meeting and description of topics to be covered with approximate timelines. iii. Convene project kickoff meeting in Bismarck, North Dakota. iv. Discuss/review the planning phase of the project. v. Provide project kickoff meeting summary, covering all decisions made. 2. Project Plan and Schedule: i. Collaborate with the State to produce a project management plan that clearly articulates the scope of work, outcomes, timeline, and responsibilities for development and implementation of the ECIDS purpose and vision. ii. Develop a system design plan that is reflective of the States current and continued need for ECIDS that follows the States data-retention policies for each program. iii. Develop a detailed project schedule/roadmap for program implementation within the ECIDS iv. May also include: ? Quality management plan ? Decision management plan ? Risk management plan ?
