If a commercial off the shelf solution (COTS) is proposed, it would need to include implementation services, licensing and maintenance support and possibly hosting for at least 3 years with the option to extend support beyond the 3 years. This system will be used by the STATE in conjunction with the PFA to implement a data tracking and management system for the STATE SRF programs. This includes tracking of projects and loans for the CWSRF program and the DWSRF program as well as the ability to track projects under plans and specifications review, that are not associated with an SRF loan. The online application would track all aspects of the project including: facility plan and loan application through project construction/loan disbursements, final close out and loan repayment. The application would be used to track all documents associated with the project, track milestones and checklists to ensure all federal and state requirements related to project construction, bidding, environmental review, loan financial tracking and oversight review are all completed in accordance with state requirements and can be documented and verified for the project. The system that will be used to track and manage this data must be accessible by the state SRF loan program staff which currently consists of 13 people as well as by the Public Finance Authority staff, which is a separate state agency that handles the financial aspects of the loan and currently has 3 staff. It should allow for limited access by third parties including the Bank of North Dakota which is the agency that deals with any financial transactions related to issuing loans and collecting loan payments. It shall also allow external users such as city officials, engineering firms and others community assistance organizations to have access to securely enter information and upload documents needed when applying for or submitting projects to the SRF programs. They shall also be able to see documents, forms, and data they have submitted and that have been reviewed and approved within the system. It is estimated that there are about 500 external users associated with cities and public entities, consulting firms, and public assistance entities that would need to have access to the application for the submission and tracking of projects. The Offeror will work with the STATE to develop/configure and implement a system that will assist both the STATE and PFA with the tracking and management of projects that are funded by or are under the oversight of the SRF loan programs and the PFA. The Offeror will also provide appropriate training or training resources to those who will use the system, especially STATE DEQ Staff and PFA staff. The SRF programs currently have a custom Microsoft Access data tracking application in place for tracking projects that submit plans and specifications for the SRF programs to review. The intent of this review is for checking compliance with drinking water program construction requirements and clean water program construction requirements. There is also a custom developed Microsoft Access application that is used to track documents associated with these project reviews. The new system is preferred to be a web-based solution that will allow the STATE to track projects and loan applications from the time they are received, through STATE review, construction, loan repayment and final close out.
