The purchasing agency intends to offer contracts to at least five vendors (individuals or firms) who can provide the services of one or more information technology examiners who meet the criteria for performing general IT reviews as set out in the NAICs Financial Condition Examiners Handbook. The examination assignments for a given calendar year will be agreed upon by the contractor and the project manager designated by the State and will be scheduled during the 4th quarter of the preceding calendar year. Changes to a current calendar year schedule will be subject to the purchasing agencys approval. Currently North Dakota has 18 domestic insurance companies which include 14 multi-state insurers who are subject to the general IT review requirements for the statutory financial examinations to be scheduled over the contract period. The statutory financial examinations will utilize a risk-focused approach and will be conducted in accordance with the guidelines and procedures in the NAICs Financial Condition Examiners Handbook and in accordance with North Dakota insurance laws and regulations, the NAICs Accounting Practices and Procedures Manual, the NAICs Annual Statement Instructions, the NAICs Financial Regulation Accreditation Standards and the purchasing agencys standards. Computer-generated data and reports typically form the basis for an insurance companys key operating information and recorded financial statement balances. The accuracy of this information depends on the programs and the data files from which they are produced. Accordingly, an evaluation of a companys systems should consider the elements of internal control in a computerized accounting system, including general controls over development of and changes to computer programs and data file access, and application controls over the results of computer processing as well as the companys processes to assure the controls are both adequate and effective. Description of Specific, Results-Oriented Tasks The information technology examiner will be required to adhere to the process set out in the NAICs Financial Condition Examiners Handbook for performing and completing a general IT review. Such process is summarized as follows: ? Gather Necessary IT Planning Information – Request that the insurer complete the Information Technology Planning Questionnaire (ITPQ), and obtain access to other relevant information including prior examination work papers, work on IT systems performed by internal/external auditors or consultants, and information maintained by the insurance departments financial analysts. ? Review Information Gathered – Review the information obtained in order to plan and determine the scope of the general IT risks to be evaluated. 11 ?
