An Offerors failure to meet these minimum prior experience requirements will cause the STATE to consider its proposal non-responsive and the STATE will reject its proposal. The contract personnel listed will provide services for the STATE. Any changes in contract personnel during the contract must be approved by the STATE. Additionally, replacement personnel must have comparable training, experience and ability as the person originally proposed for the contract work. A. Account Manager: o Account Manager shall have a minimum of five (5) years of experience overseeing and managing IT network support for businesses. B. Account support team o Account support team shall have technicians with appropriate IT network support and user support experience. Information Technology Support and Service The following are required deliverables for technical support and service. The hours of operation for the COUNCILS are from 7:30AM to 4:00PM, excluding State holidays. A. Provide a written assessment of the current status of the IT system and review with the Councils; See attachments listed in Section 2.01. B. Provide scheduled and agreed upon periodic on-site visits to ensure all computer systems, servers, networked equipment and related devices are fully operational, updated with the most current software and service packs, antivirus protection and security packages and have adequate daily backup. C. Install, configure and trouble shoot new computers, server, UPS equipment and related software, working within State of North Dakota Information Technology Department (ITD) State access requirements; See Section 2.03. D. Move all computers and IT hardware/devices for the Councils to their new office at Rocking Horse Farm approximately January 1, 2018. E. Provide onsite training of any current or new software/hardware or upgrades as necessary. F. The account manager shall work with the Councils to develop a proactive IT plan, test updates prior to full deployment to anticipate IT upgrades or changes to meet on-site Councils office and remote user networking needs. G. Develop a written recommendation with cost estimates on how to best protect Councils computer equipment and data in the event of a power outage. If approved, install and deploy the recommended solution with documented Councils procedure of what to do in the event of a power failure. H. Provide 4 hours per month of SharePoint online consulting to assist in the development of work flows. I. The COUNCILS also seek advice on technical aspects to improve and update the IT network system to meet current and future IT needs. Customer Service and Support A. Provide a designated account manager and a specific technical support team (does not require dedicated staff to this sole project). B. Provide telephone support to resolve user IT problems with a response time of no greater than 1 hour during normal business hours, 7:30 AM to 4:30 PM, excluding State holidays. C. Contractor must have ability to provide onsite support within two (2) hours of request by COUNCILS or when both parties agree onsite support is needed to resolve an issue. D. Contractor will provide same day account technical support if call is placed before 11:00 AM or next business day if later. E. Provide guidelines on when to call for telephone IT support. F.
