Will perform some business process analysis and testing for ongoing maintenance and system upgrades. Performs related work as assigned. This position works with client information technology staff, WIC IT Business Systems Analyst, WIC Help Desk staff, WIC Program staff and WIC Local Agency staff. This position reports to the WIC IT Systems Analyst and the WIC Program Manager. User Support Receives user requests via e-mail and phone for technical assistance; documents requests (Help Desk). Instructs the user on problem resolution; assures resolution is complete. Provides technical instruction/assistance on how to use the WIC system. Investigates reported system or user malfunctions and document findings (solve user errors). Communicates with appropriate staff to resolve user issues. Analyzes and diagnoses hardware and software problems with the technical guidance and assistance of other WIC Program or information technology staff; works with these staff to resolve problems. May request changes in network hardware and/or software. Develops user training materials and participates in user training sessions. Assist the IT Business Systems Analyst with data compilation and reporting May occasionally visit local agency sites to resolve systems or hardware issues Business Process Analysis Under the direction of the WIC IT Business Systems Analyst, documents existing business processes and proposed modified business processes for the new WIC application; documents appropriate business rules, policies and standards. Participates in Mountain Plains User Group work groups and meetings as needed. Application Development Performs system testing as needed on application version updates. WIC is the Special Supplemental Nutrition Program for Women Infants and Children. WIC system users include client WIC staff and local agency staff at the thirteen non-profit and government agencies who provide direct WIC services. Services are provided at 106 WIC clinic sites across Nebraska. The WIC automated data system is used to enroll WIC participants; store and manage participant records and data; track participant health related data such as immunizations completed and due; issue WIC food instruments; issue, process and reconcile bank redemption data; reconcile and report monthly participation and financial data; manage vendor data and the vendor cost containment system; manage the WIC infant formula rebate contract and billings; maintain nutrition data and provide reporting; maintain USDA Participant Characteristics data and reporting; maintain USDA The Integrity Profile data and reporting; and produce ad hoc reports. The WIC Program uses the Mountain Plains (MP) WIC system and is a member of the Mountain Plains User Group. The User Group is a coalition of eight states who work together to maintain and upgrade the system. Nebraskas system name is Journey. The MP system is based on the .NET Smart Client architecture developed and supported by Microsoft. The MP system was designed to be virtually paperless. Mandatory Position Requirements At least one year experience in user support or related user customer service. Post high school coursework, training, or experience in the analysis of business processes. Prefer Associate Degree in information technology, computer science or related field preferred. WIC knowledge/experience preferred.
