Description:

Cancer Registry Technical Program Manager

Under limited supervision; performs activities necessary to plan, organize, implement and evaluate all Cancer Registry program components. Manages the resources necessary to operate and maintain program functions; reviews and revises program operating policies, procedures, objectives and goals within agency or regulatory guidelines; coordinates services with other State, local and federal agencies, health professionals, and service agencies; performs related work as assigned.

Plans, assigns and directs the technical/operational activities of assigned professional and support staff to attain the goals and objectives of the program/function and to ensure consistent application of administrative and/or program policies, procedures, standards and guidelines; provides guidance to contract and/or sub-grantee staff and other interested stakeholders regarding the rules and regulations of the assigned program or function. Provide recommendations, strategies, and approach for implementation including programmatic and system implementation planning.

Develops grant applications, federal and State plans and plan amendments, program impact evaluation plans and reports.

Develops budget and justifications for major program expenditures and reviews and approves payments.

The contractor is expected to be present onsite in Lincoln, NE to the extent required to fully conduct and participate in the activities associated with the contract. The Department will consider limited offsite work arrangements for tasks that do not require substantial interaction with state staff in Lincoln, NE. All such offsite arrangements must be prior approved by the Department.

Requirements:

Bachelors degree in business administration, public health, health sciences, technology or related field. Three years experience (current within the last year) working within a health care related program dealing with data collection and analysis. Experience with Cancer data and technology preferred. Experience in grant writing and budget preparation. Experience developing recommendations, strategies, and approaches for plan implementation, evaluating program functions, and management of staff and budgets. Experience working independently within guidelines. Knowledge and use of project management, change management, and facilitation methodologies.
