To help achieve these objectives, OMH seeks a highly experienced Vendor to perform: a. A complete RFP procurement package for new EHR in relation to NYS procurement compliance. b. Identification of business process reengineering/improvement opportunities in alignment with industry standards and regulations, including the areas which do not meet business needs efficiently or effectively. c. Identification of future state To-be model for the new EHR in terms of OMH operations, existing practices and policies after performing Gap analysis. d. Identification of requirements and prioritization of features for the new system, including business, technical, data and security considerations. e. Identification of interfaces for the new EHR and data migration plan, inclusive of the value (cost benefit) around the potential elimination of legacy services and business processes. f. Identification of OMH Assessments and Notes to ensure compliance with regulations and industry standards. g. Identification of procurement strategy and EHR vendor evaluation inclusive of scoring technical and financial proposals based on multiple configuration models that factor total IT cost of operations. h. Identification of business case including benefits statements, strategic assessment, economic case, financial case, risk analysis, feasibility study, delivery strategy, etc. To meet key objectives for a successful engagement, the vendor shall have minimum of three years of experience and demonstrate the following: • Vendor shall have Knowledge and Experience in services provided by Electronic Health Record System preferably in Behavioral Health. • Vendor shall have Knowledge and Experience of industry standards for behavioral health Electronic Health Record System (EHR) to meet regulations. • Vendor shall have content expertise in behavioral health assessments and notes to meet regulations. • Vendor shall have experience analyzing business needs, requirements and RFP development for Electronic Health Record System preferably in Behavioral Health. • Vendor shall have knowledge and experience of NYS procurement requirements, policy, applicable laws, and regulations. • Vendor shall have experience in recommending various strategies for the vendor procurement process, evaluation techniques, and related requirements. • Vendor shall regularly and continuously be engaged in assisting OMH staff in the development of RFP and related documents during the contract period.
