Description :

The contractor shall oversee the data migration from legacy applications to Integrated ONE, and ensure Extraction, Transfer and Loading (ETL) of data is accurate. The contractor shall ensure the scheduling and completion of data conversion activities is completed in accordance with project management practices, and that Agency receives accurate and timely information on data conversion activities through Contractors reporting and review of data migration deliverables. The contractor shall mitigate the risk of project delays and budget overruns relating to data conversion activities. The contractor shall provide oversight of the work of data cleansing, data validation, and data profiling.

Contractors services are expected to:
• Improve business performance
• Reduce uncertainty and risk
• Reduce schedule delays
• Reduce cost of rework
• Provide a measurable and accurate view of data
• Improve System Integration (SI) Contractor accountability and the IE Projects ability to meet compliance targets

There will be different systems that will be the source of data for cleansing and conversion. They include the following:
Client Maintenance (CM) -- Mainframe platform using COBOL, CICS, DB2, VSAM, SQL, Open server, EZ+
Client Index (CI) -- Mainframe platform using COBOL, CICS, DB2, VSAM, Open server, EZ+
Food Stamp Management Information System (FSMIS) -- Mainframe platform using COBOL, CICS, DB2, VSAM, SQL, Assembler, Easytrieve, EZ+
Oregon Access (OA) -- AIX Platform using Sybase and PowerBuilder
ONE System for MAGI Medical -- .NET and MS SQL
Any skills or knowledge in these platforms (not the systems) are desired.


Proposed candidates should have lead major IT projects through significant data conversion efforts.

This body of work will be conducted within the Office of Information Services (OIS). OIS is a shared service provider for the Oregon Health Authority (OHA) and Department of Human Services (DHS). OIS provides the technology systems and services that support more than 11,000 OHA and DHS agency staff at local offices and facilities around the state. These systems and services help the two agencies determine client service program eligibility; provide medical, housing, food and job assistance; provide addiction, mental health, vocational and rehabilitative services; protect children, seniors and people with physical and/or developmental disabilities; process claims and benefits; manage provider licensing and state hospital facilities; and promote and protect the state public health. OIS provides management support for OHA and DHS IT projects, systems architecture, databases, IT asset and change management. OIS also coordinates network and computing operations with the Oregon State Data Center.



PM-IV Rate Card Description:
Individuals with successful project management experience limited to projects of small scope, limited risk and complexity and/or of short duration. Individuals at this level will typically be assigned to manage projects under the direction of a State supervisor or manager. Individuals with this level of experience are suitable for small Client Agency projects with clear, achievable outcomes, or in assignment as project support on larger projects. Individuals at this level can also be used to in the capacity of a Project Controller, provided that they can satisfy the basic requirements of that position.
