Description :

The Commonwealth of Pennsylvanias Office of Administration is seeking a skilled Senior Program Manager to lead and oversee a critical Human Resources project within our organization. The Human Resources Department plays a crucial role in managing the state governments workforce efficiently and effectively, ensuring that employees are supported, engaged, and able to contribute to the delivery of essential services to the residents of Pennsylvania.

The Senior Program Manager will be responsible for planning, executing, and delivering Human Resource projects on time, within budget, and according to specifications. This role requires strong leadership, communication, and organizational skills, as well as an understanding of SAP. The ideal candidate will possess a unique blend of technical expertise and project management skills to lead the planning, design, and implementation of complex IT solutions. In this role you will be responsible for aligning business objectives with technical solutions while overseeing the entire project lifecycle.

Location: This is a remote position, with occasional travel to our Harrisburg office for meetings, as required.

Hours: Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.

Key Responsibilities:

Develop comprehensive project plans outlining objectives,timelines, roadmap, resources, and deliverables.
Coordinate project activities, allocate resourceseffectively, and monitor progress against established goals.
Identify potential project risks and implement mitigationstrategies to minimize disruptions.
Collaborate with key stakeholders across multiple agenciesand cross-functional teams to develop and refine the current state model anddefine the transition to the future state model.
Communicate project updates, milestones, and challenges tostakeholders, ensuring alignment with organizational objectives.
Prepare and present regular status reports and updates tostakeholders, ensuring alignment with organizational objectives andcommunicating milestones and challenges
Solicit feedback and input from stakeholders to informproject decisions and drive continuous improvement.
Analyze and prioritize requirements to ensure alignment withbusiness goals and objectives.
Provide leadership and guidance to project teams, fosteringa collaborative and productive work environment.

Required Knowledge, Skills, and Abilities:

Strong interpersonal and communication skills to effectively engage with stakeholders at all levels, including executives, project sponsors, end-users, and technical teams.
Highly organized with strong attention to detail and the ability to manage multiple priorities simultaneously.
Proven track record of successfully managing complex IT projects, preferably with experience in SAP reporting solutions.
Basic understanding of SAP system architecture and relevant SAP software solutions, such as SAP ECC, S/4HANA, and SAP SuccessFactors.
Ability to create detailed project plans, set milestones, and manage schedules effectively.
Strong analytical and problem-solving skills.
Experience in conducting business process analysis, gap analysis, and requirements gathering.
Demonstrated ability to lead project teams, manage resources, and deliver projects on time and within budget.

MINIMUM EXPERIENCE AND TRAINING:

Four years of experience in leading complex IT systems
