Serves as project manager for specific South Carolina clients projects and activities; works with clients Taxpayer Business Services/Technology Division Management on priorities and timeframes of projects; manages resources assigned to projects; coordinates interaction between interrelated project teams; reviews and assesses progress of clients projects and activities and takes corrective action where necessary 2. Clarifies expectations and defines requirements; directs the work activities and priorities of team leaders, business unit members, architects, consultants, analysts, and technicians engaged in design, procurement, testing, and implementation of clients projects and activities; is responsible for providing feedback to clients management on staff selection, assignment, training, development, and performance related to clients 3. Serves as primary contact person for clients project stakeholders and contractors to resolve day-to-day issues, process change requests, and manage schedules for clients project and activities; escalates to the clients management and project sponsors any issues, change requests, and schedule impacts 4. Coordinates with Agency management and resources responsible for ongoing maintenance and support of clients components post-implementation as needed for knowledge transfer and for coordination with the new implementation; develops and/or coordinates the development of procedures to support the implementation 5. Estimates, tracks and reports on costs, including potential hard dollar, and internal clients personnel and contractor hours and resulting earned value; reports regularly to Management and Sponsor as to project status, including project accomplishments, issues, risks, and financials; serves as project advisor to clients Management, Project Sponsors, and Steering Committee 6. Documents expected benefits, such as reduction in cycle time, personnel savings, and any soft or hard dollar savings for any enhancement requests other than ones mandated by legislation 7. Performs other duties and special projects as assigned. Required Skills: * An associate degree in computer science and five years experience in new computer systems development, network management, or related field; or a bachelors degree in business administration, computer science, mathematics, statistics, management information science and five years experience in new computer systems development, network management, or related field * PMP certification; expired certifications must be reinstated within 6 months of start date. * Extensive knowledge of PMI recommended project management processes and methodologies * Working knowledge of system security standard practices and recommendations * At least 3 years experience in systems implementation, operating systems, and/or infrastructure * Possess documented experience as a project manager over small-sized projects ($50,000 to $1,000,000) * Experience in developing and maintaining documentation for policies, procedures, and best practices * Ability to conduct research into infrastructure issues and products as required * Ability to plan, organize, deal effectively with the needs of technical peers, technical and user management, end users, vendors, and staff members * Excellent writing, editing and proofreading skills * Ability to communicate clearly and effectively in spoken and written form * Ability to adapt to changing priorities Desired Skills: * Current industry certifications for Microsoft and system security * Business Analyst (BA)and/or Quality Assurance (QA) certifications & experience * Knowledge of Internal Revenue Service (IRS) and Department of Defense (DoD) system security guidelines * Knowledge of software development lifecycles and migrations from different environments, such as develo   Call 502-379-4456 Ext 100 for more details.
