This project is a multi-year effort to replace many of the States aging Medicaid systems with modern technologies and supporting business operations. OBJECTIVES TO BE FULFILLED BY CANDIDATE: The principal duties of this position are to develop and maintain business rules along with associated artifacts such as requirements and models. Specific duties include, but are not limited to: • Develop business rules via interviews, translation of governing documents and other means. • Conduct JAD Sessions with the Product Owners and other • CONOPS Development • Serve as team expert on Claim Adjudication, Reference, Waiver Programs, Managed Care Organization, Business Rules, and related topics. • Partner with business owners on requirements development and project collaboration • Assist other team members in performing business rules, requirements, and modeling duties. • Research business rules, requirements, and models. • Maintain business rules, requirements, and models in a repository. • Other project-related duties. • This position requires an individual with strong analytical skills and experience in: ? Business Rules ? Claims Processing ? Provider Management ? Enterprise Solutions ? Business Process Modeling • Ability to write and understand business and functional requirements • Firm understanding of the Medicaid payer business process • Please ensure that your candidates have strengths in these areas. Please do not submit general business analysts with no structured background in business rules or claims processing preferable Operations and Managed Care background. • The candidate must have good people skills. • Experience in healthcare insurance, particularly Medicaid is useful • Knowledge of business rules and the alignment that is necessary to build a repository/rules engine. REQUIRED EDUCATION: Bachelors degree in a technical, business, or healthcare field. Required Skills: • 8+ years experience in government IT projects as a business analyst or related duties • 6+ years experience eliciting, mining, and documenting business rules • Strong knowledge of formal business rules methodologies • Strong understanding of business modeling techniques • Strong Understanding of State/Commercial Medicaid Claims, Benefit Plans, Claims Payment Cycle, Waiver Programs and Reference • Ability to effectively communicate to executive management, line management, project management, and team members. • Experience and ability to obtain business rules and requirements information by interviewing business personnel and by mining laws, regulations, and policy documents. • Superb written and oral communications skills, including the ability to write requirements and Use Cases.
