Description:

Responsible for managing one or more highly complex or enterprise-wide IT program(s) consisting of multiple projects. Develops the program strategy, supporting business case and various enterprise-wide high-level project plans. Ensures integration of projects and adjusts project scope, timing, and budgets as needed, based on the needs of the business. Communicates with IT leadership, business leadership and IT Business Consultants to communicate program strategy, direction and changes. Responsible for delivering all projects contained in the IT project portfolio on time, within budget and meeting the strategic and business requirements. Responsible for tracking key project milestones and recommending adjustments to Project Managers. Partners with senior leadership of the business community to identify and prioritize opportunities for utilizing IT to achieve the goals of the enterprise. Must possess extensive knowledge and expertise in the use of Project Management methodologies and tools. This is a single or multiple incumbent(s) position that typically exists in a small to medium size enterprise with multiple project managers, project leaders and/or project support staff as direct reports.

Project Description
The CFS Project is part of the Department of Social Services (DSS) and is responsible for developing, implementing, maintaining, and obtaining federal certification of a federally-mandated Child Support Enforcement System (CSES) that will provide comprehensive support to the operation of South Carolinas Child Support Enforcement (CSE) program as well as for completing the development and implementation of the Family Court Case Management System (FCCMS) for the 46 Clerks of Court.

Scope of the project:
This position is for an experienced project schedule manager with experience with project management methodologies, MS Project and software development. Knowledge and experience in the Software Development Lifecycle, Microsoft Project, Microsoft SharePoint and Microsoft Office products is needed to help maintain the project schedule. A significant portion of this positions responsibility will be oversight of the planning and execution of work being performed by a vendor that is under contract to develop and implement CSES and FCCMS
The successful candidate will demonstrate a proven ability to collaborate and coordinate activities with diverse groups, including stakeholders, sponsors, team leads, vendors, other project managers, and technical staff.

Job Duties / Responsibilities:
• Assist the Project Management Office (PMO) managing all aspects of the CFS project, with focus on creating and maintaining the Project Schedule
• Assist in the collection of Project Schedule updates and the application of the updates
• Create and maintain the Work Breakdown Structure and its linkage to the Project Schedule
• Assist PMO in the day to day analysis and management of project critical path and defined “tasks to watch”
• Help PMO in creation, maintenance and analysis of project metrics and reports
• Prepare, organize, run, and properly document the Schedule meetings
• Providing clear and accurate weekly and monthly project reporting and forecasting
• Assist project team leads in schedule decomposition, estimating, and resourcing
• Review the schedule and assist team members in understanding their activities

Required Skills:

• Experience in general PMO responsibilities including: creating project governance plans and processes; managing all aspects of project execution including creating and tracking schedule and scope baselines; managing project change and configuration; managing issues and risks
• Proficient/experienced with Microsoft Project
• Experience with Microsoft SharePoint
• Experience working with Microsoft Office 2010 to include Excel, Word, Visio and PowerPoint
