Project Identification:

a. Project Purpose and Objective

The State seeks a vendor partner (“Partner”) to to evaluate key operational and service areas and provide written recommendations for improving the States Critical Systems Resilience and Risk posture.
The Partner will be a sub-contractor of Knowledge Services and therefore is subject to the terms and conditions set forth in the agreement between the State and Knowledge Services.

b. Background

The State of Tennessee depends on the continuous and proper functioning of critical systems (applications, networks, telecommunications, security, access to data) to provide our Citizens with access to fundamental services to support the economy, security, and quality of life. However, components of our critical systems are subject to disruptions (e.g., manmade accidents, malevolent attacks, or natural disasters) that could affect their performance, and thus, have direct consequences on Tennessee communities, citizens, and the State workforce.

A key aspect of the States preparedness planning with respect to our critical systems lies in identifying the components (technical architectures, applications, site vulnerabilities, process in sufficiencies) that influence not only (i) the performance of our critical systems when disrupted or restored but also (ii) the performance of other tangential services due to their interdependent nature (for example: the effect on 911 services).
The State seeks a vendor partner (“Partner”) to provide written recommendations for improving the States Critical Systems Resilience and Risk posture.

The State understands that uncertainties related to potential future disruptions and their consequences are often unpredictable. The State commits to working closely with the selected partner to develop an appropriate set of assumptions to use as a framework to drive a comprehensive view of technical risks and potential mitigation actions.

The services performed pursuant to this Project Services Request are part of an ongoing procurement process. In order to prevent an unfair advantage among potential respondents, responses to this request will not be available until after the completion of evaluation of any responses, proposals, or bids resulting from a Request for Qualifications, Request for Proposals, Invitation to Bid or other procurement method. In the event that the state chooses not to go further in the procurement process and responses are never evaluated, the

responses to the procurement including the responses this Project Service Request, will be considered confidential by the State
In addition, the vendor that receives the award to perform these services will not be allowed to bid on any subsequent solicitation that may result from this Project Services Request.

The State of Tennessee desires to contract with an experienced partner to perform a comprehensive IT risk assessment of our critical systems across our Executive Branch agencies as it relates to reliability, resilience, and stability. The partner will work closely with members of the State Chief Technology Officers team, the States STS Chief Operating Officers team, members of the State Security team, and State Service Delivery team to ensure comprehensive access to personnel and data necessary to accomplish the expected deliverables.
