Description:

The San Antonio Water System (SAWS) is soliciting quotes for the purchase of Grafana as an advanced observ ability tool through the Texas Department of Information Resources (DIR) to provide comprehensive monitoring and incident management across our entire IT stack. Grafana must offer real-time visibility and insights into our SCADA and enterprise networks, hybrid server infrastructure, and all applications, ensuring prompt detection, analysis, and resolution of incidents. The overarching goal is to enhance system reliability, security, and operational efficiency, thereby supporting exacting standards of service delivery to our customers.

Project Summary - SAWS is seeking to purchase licenses and integrate Grafana to deliver the following key capabilities:

· Real-time monitoring and dashboarding for our entire IT environment, including the SCADA network, enterprise network, and hybrid server infrastructure.
· Comprehensive incident management features to streamline the detection, correlation, and resolution of incidents.
· Integration with existing IT systems and tools, ensuring seamless data flow and operational continuity.
· User-friendly dashboards and reporting tools for effective monitoring and decision-making.
· Training, professional services, and ongoing support to help smooth implementation and adoption of Grafana.

RFQ Objective:

· Implement Grafana to meet our extensive technical and operational requirements.
· Engage with DIR-approved vendors who have proven expertise in providing Grafana-based observability solutions for critical infrastructure and utility companies.
· Ensure a transparent and competitive selection process that results in the procurement of Grafana visualization solution.
· Enhance our capability to proactively monitor, manage, and secure our IT infrastructure, ensuring high service reliability and customer satisfaction.

Requirements:

· Real-Time Monitoring and Alerting
· Grafana must provide continuous, real-time monitoring of all critical IT systems, applications, and infrastructure components.
· It should offer configurable alerting mechanisms that notify relevant personnel of incidents through multiple channels such as email, SMS, voice calls, and collaboration platform chats.
· The ability to set threshold-based alerts and anomaly detection to preemptively address potential issues before they escalate.

Integration Capabilities:

· Grafana should seamlessly integrate with the existing IT Service Management (ITSM) system, Ivanti Neurons.
· Support for integration with various data sources, including cloud environments, on-premises servers, and hybrid infrastructures.
· Capability to incorporate logs, metrics, and traces from various sources to offer a holistic view of the IT environment.

Incident Management and Resolution
· Features for automated incident creation, tracking, and management to streamline the resolution process.
· Incident correlation capabilities to find and group related incidents, minimizing duplicate alerts and improving response times.
· Provision of a comprehensive incident timeline and audit trail to help post-incident analysis and continuous improvement.

User-Friendly Dashboards and Reporting
· Intuitive, customizable dashboards that provide at-a-glance visibility into system health and performance.
· Advanced reporting features, including real-time and historical data analysis, to help in identifying trends and recurring issues.
